Dear Commissioner GabeLa, We agree that Chapter 17 of the city code needs attention, we would
Like to request that this item, FR 1, be deferred until the changes can be more carefully examined.
The proposed revisions conflict with multiple city and county initiatives aimed at preserving tree
canopy and violate County Code by lowering regulatory standards. They also impose stricter rules
on homestead properties than on non -homestead and development sites. By removing tree
permitting processes, the revisions prioritize fast development over proper oversight, risking tree
Loss during and after construction. As residents of Coconut Grove, we have seen the canopy
steadily decrease and feel that the proposed changes weaken the code rather than strengthen it.
More time for review would be gratefully appreciated. Thank you, Carlos Rivas

First of all, giving the residents 3 days to review this revision is completely ridiculous and an abuse
of power. GabeLa knows better and should be ashamed of this antic. This item should be deferred
so that the public has time to research the item thoroughly. He knows as well as anyone else how
important the Tree Canopy issue is to the citizens of Miami and especially to the citizens of
Coconut Grove. His shoving this onto this agenda is sneaky and wrong. Please defer this item.
Regardless, I agree that tree canopy ordinance needs revision...to make it STRONGER not
weaker, which is what this proposal would do. It's actually inconceivable to me that at this time we
are stiff not protecting our environment. Do we want zero tree canopy in the Grove? Because that
is where we are headed. Do the developers have to have that much blatant power over our
commissioners that they are willing to self their soul to the concrete gods, risking the future of our
community? Our tree canopy protects our Land, raises our property value and keeps our area cooL.
ALL you are doing by making these proposed revisions is making it easier for developers to
continue to cut down trees with no consequence or oversight. Why are we making it easier to cut
down trees...when every single citizen and scientist tells you the very opposite? Is your Loyalty to
developers that flagrant? By removing tree permitting processes, the revisions prioritize fast
development over proper oversight, risking tree Loss during and after construction. As residents of
Coconut Grove, we have seen the canopy steadily decrease and feel that the proposed changes
weaken the code rather than strengthen it. Mr. GabeLa, do the correct thing by the citizens, not the

I am against any up -zoning if Lands East of NE 4th Court and West of Biscayne Bay, and North of
36th Street and South of 96th Street. Traffic is too much as it is without adequate mass
transportation. We cannot increase the traffic situation in this Limited ingress and egress area. The
infrastructure is not present to support more cars in the area. Please do not add more stress to the
already sensitive area by up -zoning.

I feel compelled to comment because I suspect the majority of "commenters" are the minority of
residents who oppose nearly all development. I am in favor of raising the 35 foot height limit along
Biscayne b/c I believe modernization of the Blvd is needed and the height limit, as implemented,
has stunted development. I must also add I am against reducing the setbacks.
