Former Central standout teammates honored with
induction into the Marshall University hall of fame

During their time togeth-
er high school, they were
que of the most prolific
arterback and receiver
tandems in Miami -Dade
County.
They took this to the
next level together at Mar-
shall University.
And lately, former Miami
Central High stars Rakeem
Cato and Tommy ShWer,
are working their magic
together as coaches for the
2024 Rockets.
"It's a blessing to be able
to share this with him and
talk him
, m, a quarterback
d a guy I've known since
we were 7 years old," Shul-
ersaid.
Shuler and Cato shared
an even greater honor
recently, which recognized
thew achievements at the
collegiate level when they
each were inducted into the
Marshall University Hall of
Fame.
Cato and Shiner, who
grew up playing youth ball
together and started their
high school careers at Mia-
mi Springs before transfer-
ring to Miami Central,
helped Marshall win a
Conference USA cham-
pionship in 2014.
The two helped ktckstart
a championship dynasty at
Miami Central by leading
the Rockets to their first
state championship in
2010. The Rockers have
since won eight more state
titles and become one of
the most -successful pro-
grams in state history and a
national powerhouse.
Cato is the school's all-
time leader in completions
(1,153), attempts (1,838)
and touchdown passes
(131), and ranks second in
passing yards with 14,079.
He led Marshall to 33 wins
as a starting quarterback -
also a school record- and
a victory in the 2014 Boca
Raton Bowl.
Cato, who at one point
held the Miami -Dade
County mcord for passing
son still holds
the national record for
consecutive games with a
touchdown pass with 46.
"It was special to share
that bond and just keep it
going and play the game
with a la of passion and
make it translate to the
college level," Cato said.
ShWer is also Marshall's
all-time leader with 322
catches, which included an
18-catch, 185-yard perfotm-
ance
in Marshall's bowl win
over Nothem Ninon to
end that 2014 season. He
also had a 19catch game
during his career and fin-
ished with over 1,000
receiving yards three times
while at Marshall.

Pursuant to Miami City Code Section 2-33(o), whenever a scheduled City

scheduled for the Tuesday immediately following the cancelled meeting. in the
event of one of the aforementioned circumstances, the special meeting would
be held on October 29, 2024, at 9:00 a.m. In the City Commission chambers
located at Miami City Hall, 3500 Pan American Drive, Miami, Florida 33133. All
of the scheduled agenda Items from that cancelled meeting shall automatically

NOTICE OF PUBLIC HEARING
The Board of Commissioners ("Board") of the Southeast Overtown/
Park West Community Redevelooment Agency ("SEOPW CRA") will
hold a Public Hearing on Thursday, October 24th, 2024, at 10:00 a.m.
or anytime thereafter in the City Commission chambers located at
Miami City Hall, 3500 Pan American Drive, Miami, FL 33133.
The Board will consider the allocation of funding to the following
organizations (the "Organizations"): the Black Archives History
and Research Foundation of South Florida, Inc.; Gateway
Airport Concessions, Inc. (Art Beat Miami); Girl Power Rocks,
Inc.; the Miami -Dade North Arts & Humanities Foundation,
Inc. (Miami MoCAAD); Norwood Consulting, Inc. (Hampton Art
Lovers); and Urgent, Inc.
In accordance with the SEOPW CRA 2018 Redevelopment Plan
Update ("Plan') and Florida Statutes 163, the Board will consider
the allocation of funding an amount not to exceed One Hundred
Eighty -Seven Thousand Five Hundred Dollars and Zero Cents
($187,500.00). This allocation will provide funding for Arts and
Culture events within the redevelopment area.

James Barker, 61, was
one of the very few resi-
dents who stayed on the
island through Hurricane
Milton. The Bethlehem,
Pennsylvania, native built
his three-story home
about a block from the
beach about a decade
ago. He said he mostly
rents it out but comes
down with family in the
winter.
He stayed away during
Ian. He said next storm
he's staying away, too.
Barker cleared the
ground flour of furniture
before Milton surged mud
into his home. He stayed
upstairs as the winds
howled and the Gulf of
Mexico entered his prop-
erty. lust in case, he built
a make -shift raft by put-
ting a boogie -board on top
of two Flotation devices.
He also used a blue
magic marker to write his
name and date of both on
his left forearm — just as
he was instructed to do by
senior government offi-
cials.
"It was crazy. The wind
was no joke. I'll never do
it again," he said.
Meanwhile, back on
Fifth Street in the town's
business district, Carlos
Sanchez, 57, and his two
nephews were cleaning
out his two stores, an
ice-crearn shop and Bella
Mozzarella, the adjacent
pizza place he owns. He
said that unlike Ian two
years ago, everyone had
plenty of time to protect
their property and leave.
Still, he said, the last
two years have just been
too painful to keep on
going.
"This is nothing," San-
chez said, wiping away his
sweat while holding a
couple of cutting devices.
It was mostly cleanup,
except for a broken water
heater that needed to be
replaced.
"I'm just not evacuating
anymore," he said. "For
now, 1 have to clean up
and reopen. But my plan
is to sell."

Making his water ice in
small amounts, he focused
on using an natural in-
gredients that would allow
the water ice to be higher
quality and taste more like
actual fruit. He began
using cane sugar instead
of white sugar and Filtered
water instead of tap.
"A lot of people have
said that my water ice
tastes better than Rita's,"
he said, referring to the
nationally known water
ice chain.
When Taylor officially
started the business in
2020, his first goal was to
raise awareness locally of
the concept of "water ice."
He sold it at birthday
parties and school events,
taking his cart from loca-
tion to location. By giving
out free samples to Miami
Dade College students on
Biscayne Boulevard, word
spread fast.
Eventually, employees
at Miami Dade College
learned about Italian Vice,
and Taylor secured his

Still, when Taylor began
selling water ice on cor-
ners and sidewalks in
Overtown as he had seen
in Philadelphia, perplexed
police officers sometimes
stopped him with ques-
tions.
"Where I'm from in
Philly, you'll [often[ see a
hot-dog truck or ice-cream
track," he said. "I had the
police come up to me and
ask what I was doing. 1
had permits, but they had
never seen people doing
that."
After starting to es-
tablish Italian Vice in the
local food scene, Taylor
experienced the same
challenge that many en-
trepreneurs of color do:
accessing capital. He real-
ized that the money Ital-
ian Vice made would al-
low him only to tread
water and that he needed
more capital to expand his
buss
"That's where people
drop the ball by just work -
ing hard," he said. "Your
money won't typically
fund growth."
Approximately $30,000
in grant funding from
local organizations like the
Overtown Community
Redevelopment Agency
and the Miami Foundation
provided Taylor with the
opportunity to expand and
optimize his small busi-
ness. He used the funding
to support his business'
expansion with new equip-
ment, and Italian Vice
now operates three tent
setups for private events
and three electric bikes for
mobile sales.
In the same way that
entrepreneurs search for
w clients, he believes
they have to ardently look

on a street comer in Over -
town. With his team of six
employees, he's preparing
to open a brick and mortar
Italian Vice location in
Overtown by March and
plans on continuing to
support nonprofits like the
Overtown Youth Center
by providing water ice. He
hopes to expand beyond
Hard Rock Stadium into
permanent locations at the
Kaseya Center and the
University of Miami.
"One thing about Miami
is that when something is
doing well, you'll have a
lot of people come behind
you and copy you," he
said. "Competition breeds
strong people. We feel
good about setting that
trend for the Italian ice
business and standing on
it."
