A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S)
DIRECTING THE CITY MANAGER TO IDENTIFY FUNDING TO HIRE ALL
CONSULTANTS NECESSARY TO PREPARE A FINDING OF NECESSITY ("STUDY"),
PURSUANT TO THE COMMUNITY REDEVELOPMENT ACT OF 1969, FOR THE
CREATION OF A COMMUNITY REDEVELOPMENT AREA WITHIN THE
BOUNDARIES OF THE NEIGHBORHOOD COMMONLY REFERRED TO AS
"ALLAPATTAH" IN THE CITY OF MIAMI ("CITY"), AS DEPICTED IN EXHIBIT "A"
ATTACHED AND INCORPORATED HEREIN AND IDENTIFIED BY THE LEGAL
DESCRIPTION, ATTACHED AND INCORPORATED HEREIN AS EXHIBIT "B", TO BE
KNOWN AS THE ALLAPATTAH REDEVELOPMENT DISTRICT COMMUNITY
REDEVELOPMENT AGENCY (ALLAPATTAH CRA); FURTHER DIRECTING THE
CITY MANAGER TO IDENTIFY FUNDING FOR INITIAL PRIORITY PROJECTS UPON
THE CREATION OF THE ALLAPATTAH CRA, SUCH FUNDING SHALL BE
BUDGETED, APPROPRIATED, AND APPROVED BY CITY COMMISSION; FURTHER
DIRECTING THE CITY MANAGER TO HIRE ALL CONSULTANTS NECESSARY TO
PREPARE THE STUDY; AUTHORIZING THE EXPENDITURE OF SAID FUNDS
PURSUANT TO SECTIONS 18-73 AND 18-116 OF THE CODE OF THE CITY OF
MIAMI, FLORIDA, AS AMENDED ("CITY CODE") FOR PREPARATION OF THE
STUDY; DIRECTING THE CITY MANAGER TO SEEK REIMBURSEMENT OF ALL
SAID FUNDS UPON APPROVAL OF A COMMUNITY REDEVELOPMENT PLAN FOR
THE ALLAPATTAH AREA AND ESTABLISHMENT OF THE ALLAPATTAH CRA; AND
AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY
DOCUMENTS, IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID
PURPOSE.

DOCUMENTS, IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID
PURPOSE.
WHEREAS, the neighborhood commonly referred to as "Allapattah" in the City of Miami
("City") spans approximately five (5) miles ("Allapattah") and has long been home to a melting
pot of residents from Central America to the Caribbean; and
WHEREAS, Allapattah has an eclectic and rich history known for its culture, arts,
festivals, shoppes, and marketplaces; and
WHEREAS, Allapattah, however, has been plagued in recent years by crime, drugs,
homelessness, decay, slum, blight, and lack of affordable housing, which has resulted in the
displacement of many longtime residents and businesses; and
WHEREAS, on July 13, 2023, the City adopted Resolution No. R-23-0306 which among
other things accepted the Finding of Necessity Report ("FON") which illustrated the need to
expand the boundaries of the OMNI Redevelopment District Community Redevelopment
Agency ("OMNI CRA") into Allapattah and other areas of the City; and
WHEREAS, the FON demonstrated the need for a Community Redevelopment Agency
in the Allapattah area; and
WHEREAS, the expansion into the Allapattah area was never finalized to be inclusive of
the boundaries of the OMNI CRA; and
WHEREAS, now the City Commission desires to revitalize Allapattah through the
creation of a Community Redevelopment Area to be known as the Allapattah Redevelopment
District Community Redevelopment Agency ("Allapattah CRA), within the boundaries of the
Allapattah area, as depicted in Exhibit "A" attached and incorporated herein and identified by the
legal description attached and incorporated herein as Exhibit "B," which as a prerequisite
thereto, requires the preparation of a Finding of Necessity ("Study"), pursuant to the Community
Redevelopment Act of 1969; and
WHEREAS, a Resolution approving and authorizing the ratification of the second
amendment to the 1996 Interlocal Cooperation Agreement between the City, Miami -Dade
County and OMNI CRA in order to extend the life of the OMNI CRA shall only be considered by
City Commission once the funding for initial priority projects of the Allapattah CRA, as
referenced herein, is identified and approved by the City Commission;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is directed to identify funding to hire all consultants
necessary to prepare a Study, pursuant to the Community Redevelopment Act of 1969, for the
creation of the Allapattah CRA within the Allapattah area identified in Exhibit "A" attached and
incorporated herein and identified by the legal description attached and incorporated herein as
Exhibit "B".
Section 3. The City Manager is further directed to hire all consultants necessary to
prepare the Study.
Section 4. The City Manager is authorized' to expend funds pursuant to Sections 18-73
and 18-116 of the City Code for preparation of the Study.
Section 5. The City Manager is directed to identify funding for the initial priority projects
for the Allapattah CRA, upon its creation. Such funding shall be budgeted, appropriated, and
approved by City Commission.
Section 6. The City Manager is directed to seek reimbursement of all funds identified in
this resolution, upon approval of a Community Redevelopment Plan and establishment of the
Allapattah CRA.
Section 7. The City Manager is further authorized' to execute all necessary documents,
in a form acceptable to the City Attorney, for said purpose.
Section 8. This Resolution shall become effective immediately upon its adoption.
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney including but not limited to those prescribed by applicable City Charter and City Code
provisions.
