A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE MIAMI-DADE
COUNTY DEPARTMENT OF TRANSPORTATION AND PUBLIC WORKS TRAFFIC
DIVISION ("COUNTY") TO RESTRICT VEHICULAR ACCESS TO FLAGLER STREET,
FROM BISCAYNE BLVD TO NORTHEAST 2 AVENUE, ON WEEKENDS (FRIDAY-
SUNDAY) AND FOR OTHER STREET EVENTS THAT MAY OCCUR FROM TIME TO
TIME, FOR A PERIOD OF ONE YEAR.
WHEREAS, the City of Miami's ("City") Flagler Street community has adjusted to the
restriction of vehicular access due to long term construction and public works improvements;
and
WHEREAS, the City is committed to activating public streets and spaces to foster
economic growth, pedestrian engagement, and a vibrant community; and
WHEREAS, the City Commission wishes to request that the Miami -Dade County
Department of Transportation and Public Works Traffic Division ("County") consider restricting
vehicular access to Flagler Street, from Biscayne Blvd to Northeast 2 Avenue, on Weekends
(Friday -Sunday) and for other street events that may occur from time to time, for a period of one
year; and
WHEREAS, the City Commission urges for the County to review the request that
vehicular access be restricted to Flagler Street, from Biscayne Blvd to Northeast 2 Avenue, on
Weekends (Friday -Sunday) and for other street events that may occur from time to time, for a
period of one year; and
WHEREAS, pursuant to Section 2-96.1 of the Code of Miami -Dade County, Florida, the
County has exclusive jurisdiction over vehicular access within the City; and
WHEREAS, the City lacks jurisdiction governing the same, preventing the City from
unilateral control of vehicular access on Flagler Street within the City, absent approval from the
County;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission urges the County to restrict vehicular access to Flagler
Street, from Biscayne Blvd to Northeast 2 Avenue, on Weekends (Friday -Sunday) and for other
street events that may occur from time to time, for a period of one year.
Section 3. The City Clerk is directed to forward a copy of this Resolution to Mayor Levine
Cava, County Director of Transportation and Public Works, and the members of the Board of
County Commissioners.
Section 4. This Resolution shall become effective immediately upon its adoption.
