Andes, who bragged at
an election night party
about tipping the race as
results carte in, has pleaded
not guilty to felony cam-
paign finance violations and
to submitting and swearing
to false voter information.
The man accused of accept-
ing a bribe from Artiles in
exchange for putting his
name on the ballot has been
fined S20,000 and formal-
ly reprimanded by Gov. Ron
DeSantis for violating cam-
paign finance laws, in a
separate ethics case.
Jury selection begins
Monday. During expected
opening statements, state
prosecutors will lay out a
timeline explaining how
they say Arles persuaded
Alexis Pedro Rodriguez to
run for the legislative seat
by promising him S50,000,
most of which was secretly
funneled to him in cash,
gifts and purchases. They'll
say the former Marine and
state senator coached the
candidate on how to fie his
paperwork and change his
party affiliation, and even
used a credit card to cover
tuition casts for the candi-
date's daughter and bought
him machine pans at a
Caterpillar store.
Burn was Arles who
was the stooge, his attor-
neys will argue. They intend
to paint Alexis Ralriguez as
the architect of a plot to
bleed Aniles of tens of
thousands of dollars, and
they aim to make the case
that Rodriguez engineered
a plan to profit from the
sales of thousands of much -
needed gloves and masks
that Artiles managed to
acquire when people were
desperate during the early
days of the pandemic.
Miami -Dade Assistant
State Attorney Tim Van-
derGiesen, who will prose-
cute the case, chose not to
comment for this story.
Ardles' defense attorney,
Jose Quinon, also declined
to ant.
Whatever Ares' fate, his
long-awaited tribunal is
sure to titillate political
observers: The alleged
scheme, backed by hun-
dreds of thousands of dol-
lars from shadowy political
sources, has corrections to
Senate Republicans' top
campaign consultant and is

criminal cases involving
so-called "ghost candi-
dates" recruited to rim in
the 2020 election and sold
to voters under false prem-

THE DOWNFALL
AND THE RINGER
In some ways, the origins
o(Armes' case trace back to
his final days as a Florida
senator in 2017, when he
resigned after using racial
dun and sexist language in
a heated discussion with
two Black senators over
drinks at the member -only
Governors Club in Tallahas-
Antes, now 51, publicly
apologized on the Senate
floor, wanting to keep his
seat. He ultimately stepped
dawn under pressure as the
Miami Herald prepared to
publish a story that Artiles'
political committee had
paid thousands of dollars in
consulting fees to a Hooters
waitress and a Playboy
model with little -to -no
political experience.
"It's clear there are
consequences to every
action, and in this area, I
will need time for personal
reflection and growth,"
Arles wrote in his letter of
resignation to Senate Presi-
dent Joe Negrm.
Artiles spent the next
three years working in
property management and
and has contin-
ued as a lobbyist, mostly in
Tallahassee. He openly
talked fora time about a
comeback, but denied as-
sertions from some of his
former colleagues that he
was still involved in politics,
lurking in the shadows.

In the process, they say
Arks made illegal cam-
paign contributions and
encouraged Rodriguez to
mmit perjury by falsifying
paperwork, prosecutors say.
Arles even flew to TaBa-
bassee to deposit Rodri-
gues s qualifying check.
Over the next few
months, according to prose-
ctmors, Andes made repeat-
ed payments to Alexis Ro-
driguez of between S3,000
and $5,000, documenting
the transactions. In total,
prosecutors allege, Artiles
funneled 544,708.03 to
Rodriguez in cash and gifts,
using his credit card to
purchase machinery and,
once, to cover $6,798.39 in
tuition fur for Rodriguez's
daughter. Yet another time,
prosecutors say, Arles'
brother-in-law took Alexis
Rodriguez to his bank,
where he withdrew 59,000
and gave it to him to help
pay legal fees.
The relationship was
fraught, according to Ar-
tiles' indictment. Rodriguez
believed Andes was holding
back money he was owed,
so he began finding ways to
squeeze more money our of
the former state senator. At
one point, prosecutor say,
Rodriguez got Arles to cut
a $10,900 check to his
business by telling him he
had found a Range Rover
for Anilei daughter, al-
though the vehicle didn't
exist. In another, Rodriguez
charged Angles' credit card
for purchases for his com-
pany willow permission.
Meanwhile, although
Rodriguez didn't actively
campaign, he was promoted
to voters in mail advertise-
ments funded by a dark -
money political committee
s a progressive Democrat,
which prosecutors say was
pan of a scheme to tilt the
race and confuse voters
about which Rodriguez they
wanted to support.
It worked.
"That is me," Andes
boasted about the victory at
a party at an Irish pub called
Liam Frzpatrick's in Semi-
nole County. "'that was all

that Arles coached them

changing his vote regis-
tration from Republican
and filing to launch a cam-

Alfonso, who garnered a
few thousand votes in a
race won handily by the
Republican candidate, has
not been accused of wrong-
doing, nor has An iles been
charged with any crimes in
relation to Alfonso's candi-
dacy.
Late last year, Alfonso
was fined $250 fora fi-
nancial disclosure violation
tied to the 2020 election.
In Seminole County, a
Bird "ghost candidate,"
Jennie launati, was
charged along with two
other defendants in relation
to her own 2020 Senate
campaign in District 9. She
testified in the 2022 oral of
Seminole County operative
Ben Pans, who she said
recruited her to run and
connected her with a han-
dler. Pans was found guilty
of making a straw donation
to her campaign. lannotti
and her alleged handler,
Eric Fogiesong, have plead-
ed not guilty to misdemean-
or chews. and felony chars.
All three candidates —
Alfonso, lannotti and Rodri-
guez — were promoted by a
political committee that,
according to wort records
released as pan of Artiles'
prosecution, received
8550,000 from a shadowy
network of dark -money
grasps tied to senior GOP
consultants and big b ness.

prosecution of the alleged
theft of a South Florida
Senate seat in 2020," said
Javier Fernandez, the losing
Democrat in the Senate
District 39 race. Fernandez,
now mayor in South Miami
where the Ian mayor was
targeted by FPL— said a
guilty verdict would send a
message to GOP operatives,
leaders and financiers "that
then are consequences to
cheating."
Ardki case, however,
may not go beyond Artiles'
work in the Senate District
37 campaign or delve into
whether anyone above
Miles' head bears any
criminal responsibility for
schemes to tilt different
elections — even though
Artiles was being paid in
2020 to work for Repub-
licans on Senate campaigns.

Aries, who bragged at
an election night party
about tipping the race as
results carve in, has pleaded
not guilty to felony cam-
paign finance violations and
to submitting and swearing
to false voter information.
The man accused of accept-
ing a bribe from Araks in
exchange for putting his
name m the ballot has been
fined 520,000 and formal-
ly reprimanded by Gov. Ron
DeSantis for violating cam-
paign finance laws, in a
separate ethics case.
Jury selection begins
Monday. During expected
opening statements, State
prosecutors will lay out a
timeline explaining how
they say Aries persuaded
Alexis Pedro Rodriguez to
run for the legislative seat
by promising him 550,000,
most of which was secretly
funneled to him in cash,
gifts and purchases. They'll
say the former Marine and
state senator coached the
candidate on how to file his
paperwork and change his
party affiliation, and even
used a credit card to cover
tuition costs for the candi-
date's daughter and bought
him machine pans at a
Caterpillar store.
But it was Aries who
was the stooge, his attor-
neys will argue. They intend
to paint Alexs Rodriguez as
the architect of a plot to
bleed Andes of tens of
thousands of dollars, and
they aim to make the case
that Rodriguez engineered
a plan to profit from the
sales of thousands of much -
needed gloves and masks
that Artiles managed to
acquire when people were
desperate during the early
days of the pandemic.
Miami -Dade Assistant
State Attorney Tim Van-
derGiesen, who will prose-
cute the case, chose not to
comment for this story.
Aries' defense anomey,
Jose Quinon, also declined
to comment.
Whatever Aries' fate, his
long-awaited tribunal is
sure to titillate political
observers: The alleged
scheme, backed by hun-
dreds of thousands of dol-
lars front shadowy political
sources, has connections to
Senate Republicans' top
campaign consultant and is
e of several ongoing
criminal cases involving
so-called "ghost candi-
dates" recruited to run in
the 2020 election and sold
to voters under false prem.
Over the years, the public
corruption investigation has
thrust prominent players in
Florida politics into the
spotlight as prosecutors at
One point appeared to be
targeting Republican and
Democratic operatves for
potential criminal charges.
Andes, however, remain
the only operative facing
pending criminal charges. A
longtime politico avoided a
trial in a similar
Central Florida by pleading
no contest to campaign
fiance -related charges this
year.
THE DOWNFALL
AND THE RINGER
In some ways, the origins
of Aries' case trace back to
his final days as a Florida
senator in 2017, when he
resigned after using racial
slurs and sexist language in
a heated discussion with
two Black senators over
drink at the members -only
Governors Club in Tallahas-
Artiles, now 51, publicly
apologized on the Senate
floor, wanting to keep his
seat. He ultimately stepped
down under pressure as the
Miami Herald prepared 10
publish a story that Artiles'
political committee had
paid thousands of dollars in
consulting fees to a Hooters
waitress and a Playboy
model with little -to -no
political experience.
"It's clear there are
consequences to every
action, and in this area,1
WE need time for personal
reflection and growth,"
Aries wrote in his letter of
resignation to Senate Presi-
dent Joe Neg0n.
Artiles spent the next
three years waking in
property management and
insurance, and has contin-
ued as a lobbyist, mostly in
Tallahassee. He openly
talked for a time about a
comeback but denied as-
sertions from some of his
former colleagues that he
was still involved in politics,
holing in the shadows
Court records show he
Documents released as
part of Miles' case show
that in 2017, the year he
resigned, Ades' Atlas
Consulting received the
full of a total 5125,000 in
payments made over the
following three years for
"South Florida research
services" from Data Target-
ing, a political organization
led by a top Florida GAP
consultant. Those payments
continued until just after
the election concluded.
Court documents also show
that he successfully shop-
ped a contract in May 2020
with Florida Senate Repub-
licans' top campaign strate-
gist, and pitched him on a
plan 50 hurt Democrats by
recruiting third -party candi-
dates into key races.
"Knock yourself out," the
consultant, Pat Bainter,
remembered telling Mies.

May 15, he sent a 4 a.m.

tance with whom he hadn't

of a plea deal in his own

In the process, they say
Aries made illegal cam-
paign contributions and
encouraged Rodriguez to
commit perjury by falsifying
paperwork, prosecutors say.
Aries even flew to Talla-
hassee to deposit Rodri-
gues s qualifying check.
Over the next few
months, according to prose-
cutors, Aniles made repeat-
ed payments to Alexis Ro-
driguez of between 53,000
and 55,000, documenting
the transactions. In total,
prosecutors allege, Aries
funneled 541,708.03 to
Rodriguez in cash and gifts,
using his credit card to
purchase machinery and,
once, to cover 56,798.39 in
tuition fees for Rodriguez's
daughter. Yet another time,
prosecutors say, Aries'
brother -in -kw took Alexis
Rodriguez to his bank,
where he withdrew 59,000
and gave it to him to help
pay legal fees.
The relationship was
fraught, acconding to M-
ilks' indictment Rodriguez
believed Artiles was holding
back money he was owed,
so he began finding ways to
squeeze more money out of
the fomer state senator. At
one point, prosecutors say,
Rodriguez got Artiles to cut
a 510,900 check to his
business by telling him he
had found a Range Rover
for Artiles' daughter, al-
though the vehicle didn't
exist. In another, Rodriguez
charged Artiles' credit card
for purchases for his com-
pany without permission.
Meanwhile, although
Rodriguez didn't actively
campaign, he was promoted
to voters in mat advertise-
ments funded by a dark -
money political comnunre
as a progressive Democrat,
which prosecutors say was
pan of a scheme to tilt the
race and confuse voters
about which Rodriguez they
wanted to support.
It waked.
"That is me," Andes
boasted about the victory at
a party at an Irish pub called
Liam b5apatrick's in Semi-
nole C ty.'That was all

Aries' effort to recruit
no -party -affiliated candi-
dates into competitive races
wasn't limited to the Senate
District 37 race, nor was it
done in total secrecy.
He also helped the owner
of the spa where he was a
regular customer receiving
facials and back waxings to
ran as an independent
candidate in Senate District
39, representing southwest
Miand-Dade. A search
warrant shows that in-
vestigators found campaign
paperwork for candidate
Cello Alfonso at Aries'
home, and Alfonso's wife
said during a deposition
that Artiles coached them
through the process of
changing his voter regis-
tration from Republican
and filing to launch a cam -
Alfonso, who garnered a
few thousand votes in a
won handily by the
Republican candidate, has
not been accused of wrong-
doing, nor has Artiles been
charged with any crimes in
relation to Alfonso's candi-
dacy.
Late last year, Alfonso
was fined 5250 fora fi-
nancial disclosure violation
tied to the 2020 election.
In Seminole County, a
thud "ghost candidate,"
)estine lannotti, was
charged along with raw
other defendants in relation
to her own 2020 Senate
campaign in District 9. She
testified in the 2022 trial of
Seminole County operative
Ben Paris, who she said
recruited her to run and
connected her with a han-
dler. Paris was feud guilty
of making a straw donation
to her campaign. lannotb
and her alleged handler,
Eric Foglesong, have plead-
ed not guilty to misdemean-
or and felony charges
All three candidates —
Alfonso, lannoth and Rodri-
guez — were promoted by a
political comminee that,
according to corm records
released as pan of Artiles'
prosecution, received
5550,000 from a shadowy
network of dark -money
groups tied to senior GOP
consultants and big busi-
ness. Several consultants
ireceived "target liners"
nfomhing them that they
were under scrutiny of
investigators in 2021, but to
date have not been charged
with any crimes. The judge
presiding over An9es' case
shot down an effort to make
public the donors tote
groups funding the cam -
An operative tied t0 Flor-
ida Power and Light, which
has denied accusations that
it worked in 2020 to manip-
ulate contests around Flor-
ida and other parts of the
country, had fingerprints on
some of the money in those
transactions. Aries was
also cozy with FPL's parent
company, which viewed the
senator who ultimately lost
his seat, lose Javier Rodri-
guez, as a vocal and promi-
nent critic of the utility.
"Thu prosecution repre-
sents more than just the
prosecution of the alleged
theft of a South Florida
Senate seat in 2020," said
Javier Fernandez, the losing
Democrat in the Senate
District 39 race. Fernandez,
now mayor in South Miami
where the last mayor was
targeted by FPL— said a
guilty verdict would send a
sage to GOP operatives,
leaders and financiers "that
there are consequences to
cheating."
Araks' case, however,
may not go beyond Artiles'
work m the Senate District
37 campaign or delve into
whether anyone above
Aries' head bears any
criminal responsibility for
schemes to it different
elections — even though
Artiles was being paid in
2020 to work for Repub-
licans on Senate campaigns.

Deep inside a glacier in
Greenland are the remains
of Camp Century, a short-
lived experiment in making
the Cold War literal. In
1959, the U.S. Army began
building a network of tun-
nels, carved inside the ice,
that it hoped might be -

By 1967, the military had
abandoned the idea and
the base. But the samples
of ice and frozen sediment
that scientists extracted
from deep underneath
Camp Century are still
providing insights into the
planet's history.
When Paul Bierman, a
geologist at the University
of Vermont, began study-
ing some of these samples,
he made a surprising dis-
covery. Scientists had once
believed that Greenland's
ice sheet had been largely
stable for the last 2.6 mil-
lion years. But what Bier-
man and his colleagues
saw under the microscope
provided clear evidence
that parts of the ice sheet
had temporarily melted
away far more recently.
Roughly 400,000 years
ago, the site had been free
of ice.
Bierman spoke to The
New York Tim. about this
discovery, which he chron-
icles in his new book,
"When the Ice Is Gone."

The state claims Artiles
made illegal campaign
contributions and en-
couraged Rodriguez to
commit perjury. Prose-
cutors allege Artiles fun-
neled $44,708.03 to Ro-
driguez in cash and gifts,
using his credit card to
purchase machinery and,
once, to cover S6,798.39
in tuition fees for Rodri-
gues s daughter.
Artiles was charged
with making excessive
campaign contributions,
conspiracy to make ex-
cessive contri-
butions, falsely swearing
an oath and lying on a
campaign form.
Artiles' defense at-
torneys on Tuesday fol-
lowed through on thew
plan to portray the form -
Marine and now lobby-
ist as a stooge who fell
for Alex Rodriguez's
pathology.
They argued Alex Ro-
driguez was the architect
of a plot to bleed Artiles
of tens of thousands of
dollars.
GOP CONSULTANT
TAKES STAND
After opening state-
ments Tuesday, a rarely
seen Republican political
consultant who runs a
marketing and public
opinion research compa-
ny out of Gainesville
called Data Targeting,
took the stand. Patrick
Bainter tested that he
paid Artiles $15,000 a
month and sent
S100,000 to a political -
action committee on
behalf of the former sen-
ator for background in-
formation on the incum-
bent, lose Javier Rodri-
guez.
Bainter said he was
asked to do so by the
Florida Senatorial Cam-
paign Committee in Tal-
lahassee — he has been
their lead consultant for
almost two decades — in
a quest to defeat the
Democratic incumbent.
What no one would open-
ly say: Who paid Bainter
to hire Artiles, who went
on to spend almost
S50,000 on ghost candi-
date Alex Rodriguez?
"We were looking for
someone down here with
intel," Bainter said under
questioning from Van-
derGiesen.

Stephanie Smith, a lobby-
ist for Tampa Electric.
Smith was at a bar named
Liam Fitzpatrick's during
victory celebration for
Republican state Sen.
Jason Brodeur on Elec-
tion Night 2020. Smith
testified that when the
Alexis wn Rodriguez. a ghost
candidate who received
6,000 votes in a race that
was won by 32 votes, is
scheduled to testify today.

ry party, he made an
"angry" phone call to
her, complaining she had
spoken to the Herald.
Tuesday, under oath,
Smith denied she spoke
to the Herald.
But the lobbyist said
what followed were two
attempts from Artiles to
get her to sign affidavits
saying she never heard
what the Herald was
alleging.
"I felt I was being pres-
sured. I didn't sign it,"
Smith said. "1 didn't want
to at that point be pulled
into whatever was going
on. And I heard what he
said."
The trial continued
Wednesday. Alex Rodri-
guez, the ghost candi-
date, a expected to take
the stand today.

AN EMERGENCY ORDINANCE OF THE MIAMI CITY COMMISSION, BY
A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE, AMENDING CHAPTER
54/ARTICLE N OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED
(-CITY CODE"), TITLED "STREETS AND SIDEWALKS/NAMING OF STREETS
AND NUMBERING OF BUILDINGS.' BY AMENDING SECTION 54-137, TITLED
"STREET CODESIGNATION," TO ALLOW THAT THE REQUIREMENTS OF THAT
SECTION MAY BE WAIVED BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE
OF THE CITY COMMISSION; CONTAINING A SEVERABILITY CLAUSE; AND
PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE.
