CERTIFICATION AND DECLARATION OF RESULTS
FOR THE CITY OF MIAMI REFERENDUM SPECIAL ELECTION
HELD ON AUGUST 20, 2024

I, Todd B. Hannon, City Clerk of the City of Miami, Florida, do hereby certify that all necessary
legal steps were taken in connection with the conduct of the City of Miami Special Election
held on August 20, 2024, including, though not limited to, the following:
I. Tuesday, July 30, 2024
A. Commencing at approximately 10:00 a.m., the Miami -Dade County Canvassing
Board (hereinafter referred to as "Canvassing Board") met to vote on preliminary
Canvassing Board duties and procedures for the August 20, 2024 Primary Election
and City of Miami Special Election.
II. Wednesday, July 31, 2024
A. Commencing at approximately 10:00 a.m., the Miami -Dade County Supervisor of
Elections (hereinafter referred to as "Supervisor of Elections") conducted a logic
and accuracy test of the touch screen and optical scan voting systems to be used for
vote -by -mail, early voting, precinct ballots, and the automated independent audit
system for the August 20, 2024 Primary Election and City of Miami Special
Election.
III. Thursday, August 1, 2024, through Tuesday, August 27, 2024
(Except August 18, 19, and 20)
A. The Supervisor of Elections allowed the public to inspect vote -by -mail ballots from
8:00 a.m. to 8:30 a.m., and;
B. Allowed daily opportunity for candidates, political party officials, political
committee officials, or authorized designees to inspect vote -by -mail ballots and
ballot materials from 8:30 a.m. to 9:00 a.m. (only provided if a written request was
received no later than 48 hours prior to the scheduled inspection).
IV. Thursday, August 1, 2024, through Tuesday, August 27, 2024
(Except for August 18, 19, and 20)
A. Commencing at approximately 9:30 a.m., the Canvassing Board met to commence
various tasks, as needed, involving the opening and processing of vote -by -mail

ballots, duplication of ballots, and scanning of ballots into the automated
independent audit system.
V. Thursday, August 1, 2024, and Other Specified Dates
A. Commencing each day at approximately 10:00 a.m. on Thursday, August 1, 2024,
Thursday, August 8, 2024, Wednesday, August 14, 2024, and Monday, August 19,
2024, the Canvassing Board met to canvass presumed invalid vote -by -mail ballots
on an as -needed basis. Pursuant to Section 101.68(3), Florida Statutes, voters whose
vote -by -mail ballots were presumed to be invalid by the Canvassing Board have the
right to present written evidence supporting their eligibility to vote to the Supervisor
of Elections no later than 5:00 p.m. on the second day following the election. The
deadline to provide said evidence was Thursday, August 22, 2024, by 5:00 p.m.
VI. Sunday, August 18, 2024
A. The Supervisor of Elections allowed the public to inspect vote -by -mail ballots from
10:00 a.m. to 10:30 a.m., and;
B. Allowed daily opportunity for candidates, political party officials, political
committee officials, or authorized designees to inspect vote -by -mail ballots and
ballot materials from 10:30 a.m. to 11:00 a.m. (only provided if a written request
was received no later than 48 hours prior to the scheduled inspection), and;
C. The Canvassing Board met at approximately 11:00 a.m. to perform various tasks, as
needed, involving the opening and processing of vote -by -mail ballots, duplication
of ballots, and scanning of ballots into the automated independent audit system.
VII. Monday, August 19, 2024
A. The Supervisor of Elections allowed the public to inspect vote -by -mail ballots from
11:30 a.m. to 12:00 p.m., and;
B. Allowed daily opportunity for candidates, political party officials, political
committee officials, or authorized designees to inspect vote -by -mail ballots and
ballot materials from 12:00 p.m. to 12:30 p.m. (only provided if a written request
was received no later than 48 hours prior to the scheduled inspection), and;
C. The Canvassing Board met at approximately 12:30 p.m. to perform various tasks,
as needed, involving the opening and processing of vote -by -mail ballots,
duplication of ballots, and scanning of ballots into the automated independent audit
system.
VIII. Tuesday, August 20, 2024
A. The Supervisor of Elections allowed the public to inspect vote -by -mail ballots for
30 minutes between 10:30 a.m. to 12:00 p.m., depending on the volume, and for 30
minutes between 7:30 p.m. to 8:30 p.m., depending on the volume, and;
B. Allowed daily opportunity for candidates, political party officials, political
committee officials, or authorized designees to inspect vote -by -mail ballots and
ballot materials (only provided if a written request was received no later than 48

hours prior to the scheduled inspection) for 30 minutes between 11:00 a.m. to 12:30
p.m., depending on the volume, and for 30 minutes between 8:00 p.m. to 9:00 p.m.,
depending on the volume, and;
C. Additionally, at approximately 12:30 p.m. the Canvassing Board met to perform
various tasks, as needed, involving the opening and processing of vote -by -mail
ballots, duplication of ballots, and scanning of ballots into the automated
independent audit system, and;
D. At approximately 4:00 p.m. the Canvassing Board canvassed presumed invalid
vote -by -mail ballots on an as -needed basis, and;
E. At approximately 7:00 p.m. the tabulation of results was completed and the
Supervisor of Elections filed preliminary election returns with the Department of
State.
IX. Thursday, August 22, 2024
A. The Canvassing Board met at approximately 5:30 p.m. to canvass vote -by -mail and
provisional ballots on an as -needed basis. After the canvassing finished, the
tabulation of results was completed by the Supervisor of Elections and the
Canvassing Board certified the UNOFFICIAL results.
X. Friday, August 23, 2024
A. The Supervisor of Elections provided the UNOFFICIAL results for the Primary
Election and City of Miami Special Election via email to the Office of the City
Clerk.
XI. Tuesday, August 27, 2024, and Wednesday, August 28, 2024
A. On Tuesday, August 27, 2024, the Canvassing Board met at approximately 10:00
a.m. to certify the OFFICIAL results.
B. On Tuesday, August 27, 2024, and Wednesday, August 28, 2024, the Supervisor
of Elections provided reports of the OFFICIAL election results specifically for the
City of Miami Special Election held on August 20, 2024. The reports included
results from individual precincts within the City of Miami and the cumulative total
of the election results for the City of Miami Special Election.
XII. Friday, August 30, 2024, through Wednesday, September 4, 2024
A. The Canvassing Board met at approximately 10:00 a.m. to conduct the post-
election audit in accordance with Florida Division of Elections Rule 1S-5.026.

Charter Amendment to Create the Office of the Independent Inspector General
Shall the City Charter be amended to create an Independent Office of Inspector General
who shall, at a minimum, be empowered to perform investigations, audits, reviews and
oversight of all City officials, employees, and departments, City funded contracts,
programs, and projects for abuse, waste and mismanagement, issue subpoenas, and provide
services to other City agencies and authorities, with such office's term, powers, duties and
responsibilities to be further established by ordinance?

Keeping installed outdoor gym equipment at Maurice A. Ferre Park
Shall the City of Miami keep already installed outdoor gym equipment like in many of our
parks at the City park located at 1075 Biscayne Boulevard, Miami, FL 33132, also known
as Maurice A. Ferre Park, to enhance recreational facilities and promote community health
and fitness for all our residents?
