("Lab Animal"), Lavcor LLC ("Lavcor"), Rodentpro. Com LLC ("Rodentpro"), and Patterson Veterinary Supply, Inc. ("Patterson") which was competitively solicited for an initial term of five (5) years, with no options to renew and will expire February 29, 2028; subject to any renewals, extensions and/or replacement contracts by MDC; allocating funds from the City of Miami Police Department's General Fund Account subject to the availability of funds and budgetary approval at the time of need; Authorizing the City Manager to negotiate and execute any and all documents, including supplemental agreements, any amendments, renewals, and extensions; subject to all allocations, appropriations, and budgetary approvals having been previously made, compliance with applicable provisions of the Code of the City of Miami, Florida, as amended, ("City Code"), including, the City of Miami's Procurement Ordinance, Anti -deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, in a form acceptable to the City Attorney, and in compliance with all applicable laws, rules, and regulations, as may be deemed necessary for said purpose. Background of Item: Police has a continued need to purchase various animal foods for their Police Canine Unit and Mounted Patrol Detail, on an as needed basis. Market research was conducted to gauge the market as prices for animal foods have increased. During the search it was found that Miami -Dade County had a contract in place for the purchase of animal food, which was competitively solicited under full and open competition, meeting all of the City's criteria for accessing the contract. It was determined that accessing MDC Contract No. FB-01914, will enable the City to procure the animal foods, at a fair competitive rate that is acceptable to the City. It is recommended that the City access this contract in order to benefit from the cost savings resulting from economies of scale. The estimated contract amount is $50,000 annually (approximately $200,000 for all four (4) remaining years in the aggregate). WHEREAS, the City of Miami's ("City") Police Department ("Police") has a continued need to purchase animal food and supplements for their Police Canine Unit and Mounted Patrol Detail, on an as needed basis; and WHEREAS, the accessing of Miami -Dade County ("MDC") Contract No. FB 01914 Animal Food with Lab Animal Supplies Inc., Lavcor LLC, Rodentpro.com, and Patterson Veterinary Supply, Inc. (collectively "Contractors"), which were competitively solicited for an initial term of five (5) years, expiring on February 29, 2028 (the "Contract"), will enable Police to procure said goods on an as needed basis, at a fair competitive rate that is acceptable to the City; and WHEREAS, pursuant to Section 18-111 of the Code of the City of Miami, Florida, as amended ("City Code"), the Chief Procurement Officer determined that said Contract was entered into, pursuant to a competitive process in compliance with the City's laws, policies and procedures; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The accessing of the Contracts, including any extensions and/or replacement contracts by MDC, is hereby authorized'. Section 3. Funding shall be allocated from the various sources of funds from Police, subject to availability of funds and budgetary approval at the time of need. Section 4. The City Manager is authorized' to execute supplemental agreements with each Contractor, all in forms acceptable to the City Attorney. Section 5. The City Manager is further authorized' to negotiate and execute all other necessary documents, including any amendments, renewals, and/or extensions, all in forms acceptable to the City Attorney, subject to all allocations, appropriations and prior budgetary approvals, compliance with applicable provisions of the City Code, including, the City of Miami's Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, all in forms acceptable to the City Attorney, and in compliance with all applicable laws, rules and regulations. Section 6. This Resolution shall become effective immediately upon its adoption.
