HomeMy WebLinkAboutR-24-0331City of Miami Resolution R-24-0331 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 16448 Final Action Date: 9/12/2024 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO ACCEPT A DONATION OF IN -KIND SERVICES FROM THE MICROSOFT CORPORATION WITH AN ESTIMATED VALUE NOT TO EXCEED ONE HUNDRED SIXTY THOUSAND DOLLARS ($160,000.00) TO PROVIDE PROFESSIONAL SERVICES FOR THE "COPILOT FOR MICROSOFT 365 RAPID DEPLOYMENT AND ADOPTION" INITIATIVE AS DESCRIBED IN THE STATEMENT OF WORK, ATTACHED AND INCORPORATED AS EXHIBIT "A"; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A DONATION AGREEMENT FOR THE ACCEPTANCE AND ADMINISTRATION OF THE DONATION AND COMPLIANCE WITH THE TERMS AND CONDITIONS THEREOF, ALONG WITH ALL OTHER DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, DEEMED NECESSARY FOR SAID PURPOSE; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Miami ("City") is committed to enhancing the efficiency and productivity of its operations through the adoption of innovative technologies; and WHEREAS, the Microsoft Corporation ("Microsoft") has offered to provide the City with in -kind services valued at approximately One Hundred Sixty Thousand Dollars ($160,000.00) for the rapid deployment and adoption of Microsoft Copilot; and WHEREAS, Microsoft is providing these services at no cost to the City in order to promote the adoption of the Microsoft Copilot program; and WHEREAS, the Microsoft Copilot program is an AI -powered tool that assists users with productivity, creativity, and communication, utilizing large language models (LLMs) to integrate with Microsoft 365 applications and services, as well as data in the Microsoft Graph; and WHEREAS, Microsoft Copilot can help City employees automate repetitive tasks such as writing emails and summarizing documents, suggest new ideas, formats, and content for various projects, and streamline communications and workflow processes; and WHEREAS, licenses to use Microsoft Copilot will be purchased through a separate procurement vehicle; and WHEREAS, Section 18-115 of the Code of the City of Miami, Florida, as amended ("City Code"), authorizes the City Manager to accept donations up to an estimated value of Fifty Thousand Dollars ($50,000.00) on behalf of the City, with donations valued above this amount requiring City Commission approval; and City of Miami Page 1 of 2 File ID: 16448 (Revision:) Printed On: 8/5/2025 File ID: 16448 Enactment Number: R-24-0331 WHEREAS, the City Commission finds acceptance of the donation in the best interests of the City and wishes to authorize the City Manager to accept the services, including any and all necessary documents, amendments, renewals, and extensions, all in forms acceptable to the City Attorney, for the acceptance and administration of the grant and compliance with the terms and conditions thereof; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is hereby authorized' to accept a donation of in -kind services from the Microsoft Corporation with an estimated value not to exceed One Hundred Sixty Thousand Dollars ($160,000.00) for the purpose of deploying and adopting Microsoft Copilot as described in the Statement of Work, attached and incorporated as Exhibit "A." Section 3. The City Manager is further authorized' to negotiate and execute a donation agreement for the acceptance and administration of the donation and compliance with the terms and conditions thereof, along with all other documents, all in forms acceptable to the City Attorney, deemed necessary for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption. APPROVED AS TO FORM AND CORRECTNESS: 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions.
