A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S)
CREATING A SPECIAL REVENUE FUND TITLED "DISTRICT 1
REVITALIZATION AND ECONOMIC DEVELOPMENT FUND" ("RED FUND");
ALLOCATING AND APPROPRIATING FIFTY PERCENT (50%) OF THE AD
VALOREM TAX REVENUES COLLECTED IN THE AREA BOUNDED BY THE
MIAMI RIVER TO NORTHWEST 36 STREET AND FROM NORTHWEST 17
AVENUE TO NORTHWEST 7 AVENUE ("RED AREA") FOR THE NEXT EIGHT
(8) FISCAL YEARS BEGINNING FISCAL YEAR 2024-2025 TO THE RED FUND
OR UNTIL SUCH TIME AS A COMMUNITY REDEVELOPMENT AGENCY FOR
THE RED AREA IS ESTABLISHED PURSUANT TO CHAPTER 163, PART III
FO THE FLORIDA STATUTES, AS AMENDED, WHICHEVER OCCURS FIRST;
RESTRICTING RED FUNDS FOR INFRASTRUCTURE NEEDS, HOMELESS
ASSISTANCE, AND AFFORDABLE HOUSING IN THE RED AREA;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Allapattah has an eclectic and rich history known for its culture, arts,
festivals, shoppes, and marketplaces; and
WHEREAS, Allapattah, however, has been plagued in recent years by crime, drugs,
decay, and lack of affordable housing, which has resulted in the displacement of many longtime
residents; and
WHEREAS, the City finds it is in the best interest to ensure that the City dedicate
financial resources to assist in the revilatalizaton and economic development of Allapattah; and
WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida,
as amended ("City Code"), the City Commission, by a majority vote, hereby deems this
Resolution to be of an emergency nature;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
MIAMI, FLORIDA:
Section 1 The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission authorizes' the City Manager to create a special
revenue fund titled "District 1 Revitalization and Economic Development Fund" (•RED Fund').
Section 3. The City Commission authorizes' the City Manager to allocate and
appropriate fifty percent (50%) of the ad valorem tax revenues collected in the area bounded by
The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by City Charter and City Code provisions.

the Miami River to Northwest 36 Street and from Northwest 17th Avenue to Northwest 7th
Avenue ("RED Area') for the next eight (8) fiscal years beginning Fiscal Year 2024-2025 or until
such time as a Community Redevelopment Agency for the RED AREA is established pursuant
to Chapter 163, Part III fo the Florida Statutes, as amended, whichever occurs first, to the RED
Fund.
Section 4. RED Funds shall be restricted for infrastructure needs, homeless assistance,
and affordable housing in the RED Area.
Section 5. This Resolution shall take effect immediately upon its adoption and signature
of the Mayor.2
APPROVED AS TO FORM AND CORRECTNESS:
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it is passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
