models are sniffing out
another wave that could
be right behind it.
The next name on the
storm list is Francine.
This season got off to a
late start with Tropical
Storm Alberto at the end
of lone, but Hurricane
Beryl quickly made up for
lost time, shredding re-
cords left and right as it
tore through the Carib-
bean, as a Category 4
hurricane at one point.
Other than the short-
lived Tropical Storm Chris
in late June and Category
1 Hurricane Debby a
month later, the Atlantic
has been largely quiet.
The only August stone
this year was Hurricane
Ernesto, which struck
Bermuda at Category 1
strength.
"Well, it's a quiet Au-
gust again. Two years ago
we had no storms in Au-
gust. In fact, we went for
60 days with no devel-
opment," said Bryan Nor-
cross, hurricane specialist
at Fox Weather. "That
was 2022, the year we had
la."
Typically, September is
the time when we see big,
strong stones that form in
the far eastern Atlantic
and have plenty of time to
build up steam over some
of the hottest wales all
year long before they
arrive in the Caribbean or
near the East Coast of the
United Slates.
In October, Norcross
said, wind patterns over
the Atlantic generally shift
to make the space less
friendly for storm devel-
opment, so it's more likely
that we see storms pop up
in the Caribbean or in the
Gull of Mexico, with lime
lead time before they
make landfall.

this early, that's not rea-
sonable," he said. "If you
lived in a large part of
Florida, 2022 was a rip-
roaring year, and that had
zero stomas in August."
A SLOW AUGUST
It's not exactly clear
what caused such a pro-
longed delay in storm
activity in what is expect-
ed to be one of the busiest
seasons on record, but
scientists have some theo-

African easterly waves
that usually spark the
west -tracking hurricanes
across the Atlantic this
time of year have been
misplaced
Instead of heading from
West Africa's Guinea
Highlands into the trop-
ical Atlantic, Noll said,
they've been headed into
the Sahara desert, which
has experienced record -
high levels of rain this
summer.
"The northward -dis-
placed wave train is one
of the factors influencing
the current lack of trop-
ical activity in the Atlan-
tic," he posted on X.
The Atlantic stoma
factory has also had quite
a bit of dry air, gumming
up the works in August,
meteorologist and Weath-
er Tiger founder Ryan
Truchelut wrote in a blog
post Thursday.

Another odd phenom-
enon that's captured at -
tension in the Atlantic is
a surface temperature.
After headline after head-
line earlier this year de-
claring the ocean was
hotter than ever, the
charts started to reflect a
strange trend — cooling.
A pocket of water near
the equator and between
Africa and South America
started to rapidly cool
earlier last month, leading
some scientists to predict
that it could be the start of
weather pattern known
as an Atlantic Nida. Some
scientists speculated that
it could have a small influ-
ence on the Atlantic storm
season, potentially as part
of the dampening effect
that led to such a quiet
A H wever, that pocket is
just a small portion of a
large and overall hotter -
than -usual Atlantic And
just as rapidly as it cooled,
it rewarmed, according to
a NOAA blog on the
subject.
"Even if an Atlantic
Nina were to briefly
dampen activity, there
remain any other factors
pushing the basin toward
high levels of activity. And
even within an active
season, there can be peri-
odic lulls in activity.
That's the difference be-
tween climate and weath-
er," the authors wrote.
The swath of Atlantic
ahead of the disturbance
the hurricane center is
tracking, or any that may
form behind it, is called
the main development
region.
It does not include that
cooler -than -average pock-
et of water.
According to chars
maintained by the versity of Mumps Brian
McNoldy, ocean heat
content in the main devel-
opment region was still far
higher than average, an
ingredient in stronger,
faster storm development.

In November 1999, Sen.
John McCain, R-Ariz.,
former prisoner of war in
Vietnam who was widely
considered a military hero,
said that his newly
launched presidential
campaign had made "a
very bad mistake."
McCain, who at the time
was trailing far behind
George W. Bush in the
race for their party's nomi-
nation, had produced a
campaign ad highlighting
his career as a Navy pilot
and his reverence for his
fellow service members. At
one moment, the ad
showed McCain walking
solemnly through Arling-
ton National Cemetery.
The Amy soon said that
McCain's campaign had
never requested permis-
sion to film in the ceme-
tery. Even if it had, an
Army spokesperson said at
the time, the request
would have been denied
because partisan activity is
banned at Autry installa-
tions. A campaign spokes-
person said that the clip
had come from one of the
senator's periodic visits to
the graves of his father and
his grandfather.
It was an incident in
campaign politics that
closely mirrored, before it
sharply diverged from,
another that took place last
week. An Army spokes-
person said Thursday that
former President Donald
Trump's campaign had
similarly not been given
permission to film in a
restricted area of Arlington
National Cemetery during
Trump's visit last Monday
— and that it could not
have received such per-
mission because it would
violate federal law.
The Army issued a rare
public rebuke of Trump
campaign officials for
attacks they directed at a
cemetery worker who had
tried to stop the filming. (A
campaign spokesperson
had accused the worker of
experiencing a "mental
health episode.") The
Tamp campaign had been
made aware that filming
for campaign purposes was
against Army regulations
— and campaign officials
had nonetheless plowed
forward, even, according
to the Army, physically
pushing aside the ceme-
teryworker.

Bel Edwards, a Democrat
naming for governor in
Louisiana, cut an image of
Arlington National Ceme-
tery from a campaign ad
after its presence prompt-
ed a backlash. "When my
husband and I we your
commercial," the mother
of a man buried at the
cemetery had written to
Edwards, "we are both
uncomfortable and dis
-
used for politics."
The Trump campaign's
response to the most re-
cent incident reflects
Trump's characteristic
Flouting of political norms,
including those regarding
veterans and military
service that many consider
sacrosanct. Early in
Tnunp's 2016 campaign,
he suggested that McCain
himself was not a war hero
because he had been shot
down over Vietnam and
had become a prisoner of
war. ("1 like people who
weren't captured," he
said.) Trump received five
daft deferments during
the Vietnam War —one
fora diagnosed bone
spurs in his heels that led
to a medical exemption.
Trump has continued to
attract criticism for his
remarks about veterans
and their families. He
belittled the parents of a
slain Muslim soldier who
had spoken at the Demo-
cratic National Convention
in 2016. The next year, he
told the widow of a soldier
killed in Niger that her
husband "knew what he
signed up for." In 2020, he
speculated that veterans
and their families visiting
the White House had in-
fected him with the coro-
navuus.
Last year, John Kelly,
Trump's onetime chief of
staff, confirmed reporting
that Trump had privately
refered to US. scoops
killed in combat as "los-
ers" and "suckers." Trump
has denied that he made
those remarks.
Peter D. Feaver, a politi-
cal science professor at
Duke University who has
written extensively on
civil -military relations, said
that the traditional sep-
aration between the mil-
itary and partisan politics
has always been under
tension but that he could
not recall an incident like
that described by the Army
last week in which a presi-
dential campaign was told
by the Army that it was
violating the law, pushed
ahead anyway and then
leveled insults after the
incident became public.
"1t is not uncommon
that a politician drags the
military into a partisan
moment — that happens all
too often, and both parties
do it," Feaver said. "What
is unusual in this instance
is how the Trump team
reacted when they were
called out for it. Instead of
apologizing or claiming it
was all a misunderstand-
ing, they doubled down."
That, Feaver added, "is
what provoked the other
unusual aspect of this case:
a formal follow-up from
the Army defending the
public official." The Ar-
lington worker, the Arrtsy
said Thursday, had "acted
with professionalism and
avoided further disrup-
tion."

In November 1999, Sea
John McCain, R-Ariz.,
former prisoner of war in
Vietnam who was widely
considered a military hero,
said that his newly
launched presidential
campaign had made "a
very bad mistake."
McCain, who at the time
was trailing far behind
George W. Bush in the
race for their parry's nomi-
nation, had produced a
campaign ad highlighting
his career as a Navy pilot
and his reverence for his
fellow service members. At
one moment, the ad
showed McCain walking
solemnly through Arling-
ton National Cemetery.
The Army soon said that
McCain's campaign had
never requested permis-
sion to Film in the ceme-
tery. Even if it had, an
Amry spokesperson said at
the time, the request
would have been denied
because partisan activity is
banned at Army installa-
tions. A campaign spokes-
person said that the dip
had come from one of the
castor's periodic visits to
the graves of his father and
his grandfather.
It was an incident in
campaign politics that
closely mirrored, before it
sharply diverged from,
another that took place last
week. An Army spokes-
person said Thursday that
former President Donald
Trump's campaign had
similarly not been given
permission to film in a
restricted area of Arlington
National Cemetery during
Tr unp's visit last Monday
— and that it could not
have received such per-
mission because it would
violate federal law.
The Army issued a rare
public rebuke of Trump
campaign officials for
attacks they directed at a
cemetery worker who had
tried to stop the filming. (A
campaign spokesperson
had accused the worker of
experiencing a "mental
health episode.") The
Tnmsp campaign had been
made aware that fdming
for campaign purposes was
against Army regulations
— and campaign officials
had nonetheless plowed
forward, even, according
to the Army, physically
pushing aside the ceme-
tery worker.

cal science professor at
Duke University who has

civil -military relations, said
that the traditional sep-
aration between the mil-
itary and partisan politics
has always been under
tension but that he could
not recall an incident like
that described by the Army
last week, in which a presi-
dential campaign was told
by the Army that it was
violating the law, pushed
ahead anyway and then
leveled insults after the
incident became public
"It is not uncommon
that a politician drags the
military into a partisan
moment — that happens all
too often, and both parties
do it," Feaver said. "What
is unusual in this instance
is how the Trump team
reacted when they were
called out for it. Instead of
apologizing or claiming it
was all a misunderstand-
ing, they doubled down."
That, Feaver added,"is
what provoked the other
unusual aspect of this case:
a formal follow-up from
