Project Summary
The Resilient Coastal Storm Surge Protection Pocket Park
aligns with the City of Miami's goals in the City of Miami Re-
silient Waterfront Enhancement Plan, Miami Forever Climate
Ready Strategy, and the Resilient 305 Strategy. This pilot project
has been seven years in the making. We have hosted four com-
munity outreach events, held two architectural charettes, distrib-
uted three neighborhood mail campaigns to over 600 residents,
engaged over 100 volunteers, and received over 300 indepen-
dent community inputs and suggestions. This project is a model
for community engagement.
The project was conceived due to the significant debris
and storm surge the neighborhood received during Hurricane
Irma. The project was bolstered based on the growing con-
cern about the rise of sea levels and Biscayne Bay's health. Our
goal is to keep this important park facility while facilitating storm
surge mitigation, improving the quality of life for the local neigh-
borhood residents of North Grove, creating a native habitat for
birds and pollinators, and increasing water retention and shade.
The property is currently zoned as a park. There is an
easement running along both sides of the park. The plan is to
add a vegetated berm with a native landscape. Ultimately, the
park design hopes to reduce the risk of storm surge and rising
sea levels for the immediate 8-block area while enabling in-
creased carbon sequestration, water retention, and wildlife hab-
itat. The design offers amenities for residents, including Biscayne
Bay viewing, water access, and security.

"MY IDEA TO IMPROVE THIS PLACE...
The idea is small with huge implications. Convert a lot adjacent
to the bay in North Coconut Grove into a pilot site for a resilient living
shoreline micro smart park. Itwould make the park and neighborhood more
resilient to storm surges, while testing out living shoreline methodologies,
new infrastructure innovations, such as bio-active concrete and innovative
stepped sea walls with integrated mangrove planters, along with
landscape designs that help bring wildlife and promote a more robust
shoreline, while increasing amenities at the park through integration of
a small solar canopy to support sensing arrays that support water/air
quality monitoring, remote mosquito monitoring and lighting. This small
park can show case big solutions.
SO THAT PEOPLE COULD...
My neighborhood has a lot that is adjacent to the water. It was
originally zoned as a street. The deeds were offered up to the city residents.
The two owners adjacent to the park, did not want to take ownership of
the property, as the local residents use it for their dogs and to sit and
enjoy the bay view. Hurricane Irma did significant damage to the sea
wall, as in so many other sea walls in the city. This idea would change the
topography of the park to a more native living shoreline, while allowing
people easy access to the water and improving resiliency during storm
surge events. The small footprint of the park allows to test out resilient
design methodologies in a controlled budget environment, allowing for
future proofing and scaling."

enhance our waterfront, as well as many other recomendations which this park project adheres to.

CLIMATE READY
City of Miami has 88 miles of waterfront -- bayside, and
riverside combined. The waterfront is Miami's first line of
defense against flooding and, while it is the most vulnerable,
it is also ripe for investment and enhancement. 29 of those
miles are City -owned and the remaining 59 miles are
privately -owned, underscoring the necessity for government
and property owners to work together to develop and install
uniform solutions. Through a combination of nature -based
and structural means, we can reduce Miami's risk of coastal

Form Generation
The elevation of the park is only 2' above
the Mean Water Line. The Park needs to
have a higher elevation to create the desired
effect as a barrier to storm surge and sea -
level rise. Grey infrastructure, typically walls,
pumps, and pipes, are becoming less desired
for several reasons. Green infrastructure, which
is often the use of natural systems through
the reintroduction of natural systems that
were once in place, has proven to regenerate
ecosystems and offer infrastructure protection.
While using a combination of green and grey
can sometimes provide even better results.
Properties to both the north and south of this
park are raised and form complete barriers from
one side of the property to the other, essentially
creating a wall along this neighborhood area. The
subject property is the main exception and acts as
a funnel due to the two large walls on either side
of it, allowing storms to enter the neighborhood
and possibly amplify the water's force.
Proposed Design Narrative - Concept Design
Topography
Four existing trees on the property are intended
to be kept in place. Yellow dashed lines highlight
the critical root zone of the trees. A 4' berm is
created to reduce stormwater's ability to enter
the neighborhood by inundating over the sea
wall. The berm has been placed carefully to have
a long slope to allow for no greater than a 1/12
pitch for ADA accessibility. Consideration was
given in keepingthe bermsawayfromtheCritical
Root Zones, as seen with the Topo Lines below.
The new peak height within the space is 4'

above the previous flat terrain to form a natural
water barrier without creating a wall. A panel
system can be installed on the berm peak before
storm events to create even higher protection, or
the berm height can be increased in the future.

Phase 1 Concept Design
Depending on available funding, the project has been separated into two phases.
The first phase of the park develops the berm, native planting with natural flora to
promote natural fauna, two benches near the water, an ADA accessible pathway,
and engineered soil composites to assist with water retention, filtration, and
replenishment. (The final plans shown in the Construction Documents are similar to
the renderings shown, however, the design evolved throughout the further phases.)

Community Fortification Diagram
A Cohesive Effort
During a high tide or storm event, as woter rises oround the ores, it may
inundote sea walls. As a result, a fortified barrier olong a portion of the
neighborhood may protect water from intruding at that point, however,
water may enter into the neighborhood at other points if there are areas
with lower sea walls/barriers.
As seen in the Flood IQ Category 1 simulation, it appeors the bridge at
Fair Isle Street, and that some of the homes facing the canal on Fairhaven
Place and S Bayshore lane are lower lying than the properties in the south
portion of the neighborhood. The proposed City of Miomi updated Sea
Woll Standards understand that each property is a port of the whole and
needs to do its port to protect itself, and the community. The Resilient living
Shoreline Micro Smart Park is an important project to fill the gap in the
fortification of this community.
