Diaz, Wynwood BID Victoria Baez, Wynwood BID • Wynwood Business Improvement District (BID) chair, David Weitz, called the meeting to order at 11:10 A.M. Public Comments: Scott Srebnick, Goldman Properties representative: • 1 Scott commented on qty of meetings has decreased since 2019. Brought up the existing by-laws are not being enforced. Rene Morales, Wynwood property owner: • Owner of 3 folios, Wynwood BID is for Business Improvement District not for "Developers Improvement District." Joyce Frohman, owner of Fun Dimensions and Mr. Morales's tenant, speaking about the noise ordinance expired on January 26, 2024. Speaking on the necessity of extending the noise ordinance to be made until 3AM. Speaking on behalf of the businesses relying on the business they produce at those hours. Bruce Fischman will add it to the agenda for discussion and was instrumental on the original sound ordinance and wants to help get it passed again at commission. \\ I MPROV s IMPROVEMENT • DISTRICT WVNWOOD Jessica Goldman Srebnick, Goldman Properties representative: • Pressed upon the need of an ED for the neighborhood. Also mentioned she was not noticed and wants her contact added moving forward. Soraya Roberts, Wynwood Chamber of Commerce: • Making her presence known and advocating for her members. Meeting Minutes: • Approval of June 20, 2024, meeting minutes. Bruce Fischman motioned, David Lerner second, unanimous ayes. Wynwood BID Noise Ordinance: Added Agenda Item • Bruce brought up the question to Xavi for clarification. Sven spoke on extra 2 hours to 5am for special events i.e. Halloween, Basel. Resolution for Wynwood BID to amend 36-4 of the City Code for one year from date of approval. Has to be adopted by a commissioner to get on the agenda by Sept. 12. September 26 is more realistic. Bruce motion to adopt 36-4 for commission to reinstate 36-4. Amro second, unanimous ayes Executive Director Roll: Added Agenda Item . The board agreed to meet Tuesday September 10 @ noon as the next meeting. The Board suggested Florentino Diaz to act as interim ED during intermittent leave. Bruce Fischman motioned, Diego Ojeda second, unanimous ayes. Wynwood BID Board Slate Committee: • Coordinate the meeting with slate committee members and notice as soon as possible. Sept 10 meeting to vote on new BID board selected members. \\ I MPROV s IMPROVEMENT • DISTRICT WVNWOOD Wynwood Design Review Committee (WDRC): • New committee to be selected using municode Division 21, Sec. 2-1328.1 "Wynwood Design Review Committee" guidelines. The board will bring their suggestions to the Sept 10 meeting. • Request attendance records from Graham Jones for current committee. • Florentino to assist by putting together the packet of current members and their current terms. Wynwood BID Support Staff: • Approval of making Victoria Baez a full-time employee of the Wynwood BID. Diego Ojeda motioned, Bruce Fischman seconded, unanimous ayes. Wynwood BID Budget 2024-2025: • Approved with amended ED settlement when available. Daniel Whyte motion, Amro Zakarni second, unanimous ayes. Wynwood BID Security Update: • Miami PD not present Wynwood BID Marketing Update: • Joy and Daniel presented. Asked to update contact list to reach more current business and legacy owners. Update current businesses list. Public Benefit Update: • Andrea and Graham - presented the main three projects, Woonerfs, Streetscape Master Plan, Wynwood Urban Design Committee Vision Plan. A plan was discussed to outline the most important project and create a baseline. Planning and Zoning committee to meet and discuss the plan moving forward. Meeting adjourned
