HomeMy WebLinkAboutBack-Up DocumentsCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM Arthur Noriega V DATE: July 12, 2024 City Manager FROM: riT Perez, CPPO SUBJECT: Capacity Increase to Various Director of Procurement/Chief Procurement Contracts Officer REFERENCES: Request for Qualifications ("RFQ") No. 16-17-063, RFQ No. 19-20-021, RFQ No. 21-22-016, RFQ No. 21-22-017, RFQ No. 21-22-018, and RFQ No. 22-23-002 By this memorandum, the Department of Procurement ("Procurement"), on behalf of the Office of Capital Improvements ("OCI") and the Department of Resilience and Public Works ("RPW'), is requesting to modify the Professional Services Agreements ("PSA") with the following Consultants: • RFQ No. 16-17-063 with RS&H, Inc. and R.J. Behar & Company, Inc. • RFQ No. 21-22-016 with HDR Engineering, Inc., Jacobs Engineering Group Inc., Stantec Consulting Services Inc., EXP U.S. Services Inc., CHA Consulting, Inc., EAC Consulting, Inc., A.D.A. Engineering, Inc., Kimley-Horn and Associates, Inc., Metric Engineering Inc., Keith and Associates, Inc., WSP USA Inc., Milian, Swain & Associates, Inc., R.J. Behar & Company, Inc., Miller, Legg & Associates, Inc., Tetra Tech, Inc., Chen Moore and Associates, Inc., CES Consultants, Inc., Eastern Engineering Group Company, and H.W. Lochner Inc. • RFQ No. 21-22-017, Wolfberg Alvarez and Partners, Inc., Gurri Matute, P.A., BEA Architects, Inc., Alleguez Architecture, Inc., Carty Architecture, LLC, Ferguson Glasgow Schuster Soto, Inc., R.E. Chisholm Architects, Inc., Chen Moore and Associates, Inc., Kimley-Horn and Associates, Inc., Design2Form, LLC, and Diaz, Carreno, Scotti & Partners, Inc. OCI and RPW recommend increasing the contract capacities of said PSAs by $500,000.00 for each firm, for a total contract capacity of $1,000,000.00 each, respectively. • RFQ No. 19-20-019, AECOM Technical Services, Inc., and Black & Veatch Corporation. OCI and RPW recommend increasing the contract capacities for the initial term of said PSAs by $1,500,000.00 for each firm, for a total contract capacity of $6,500,000.00 plus $2,500,000.00 per renewal year for each consultant, respectively. • RFQ No. 21-22-018, Atkins North America, Inc. and Hazen and Sawyer, P.C. OCI and RPW recommend increasing the contract for the initial term of said PSAs by $2,000,000.00 for each firm, for a total contract capacity of $5,000,000.00 plus $1,000,000.00 per renewal year each, respectively. • RFQ No. 22-23-002, CHA Consulting, Inc., CES Consultants, Inc., and WSP USA Inc. OCI seeks to increase the contract capacities of said PSAs by $2,000,000.00 per contract for each firm, for a total contract capacity of $2,500,000.00 each, respectively. Page 2 — Capacity Increase to Miscellaneous Engineering Services, Architectural Services and Program Support Services Contracts Background OCI and RPW entered into PSAs with the Consultants for Civil Engineering Services for Miscellaneous Projects for RFQ No. 16-17-063, Miscellaneous Engineering Services for Citywide Capital Improvements for RFQ No. 21-22-016, Miscellaneous Architectural and Landscape Architectural Services for Citywide Capital Improvements for RFQ No. 21-22-017, Capital Improvements Program Support Services for RFQ No. 21-22-018, and Citywide Program Management Support Services for Stormwater Infrastructure Improvements for RFQ No. 22-23-002. The PSAs were approved through the action of the City Manager in accordance with Section 287.055, Florida Statutes for an amount not to exceed $500,000.00, respectively. In addition, PSAs with the Consultants for Citywide Program Management Support Services for RFQ No. 19-20-019 were approved by the City Commission via Resolution No. 21-0226 for an amount not to exceed $5,000,000.00 plus $2,500,000.00 per renewal year. Further, the PSAs for RFQ No. 21-22- 018 were increased to $3,000,000.00 plus $1,000,000.00 per renewal year via Resolution No. 23-0400. Article 2.05 of the General Conditions of the PSAs, Compensation, limits the compensation payable to the Consultants to the amounts shown above, respectively for each agreement, unless a capacity increase is approved by action of the City Commission and put into effect by a written amendment to the PSA executed by all parties. The PSAs further stipulate that no new work orders can be issued to the Consultants that would result in the existing approved compensation limits to be exceeded. The Consultants are actively rendering professional consulting services on various City projects such as complete planning and design services, permitting, construction documents, and during and post -design management services. Presently, there are over 100 active capital projects being managed by OCI and RPW, which vary in size and complexity. To fulfill the funding needs for current and future projects, additional funding is required to increase the capacities of the PSAs with the Consultants authorized pursuant to RFQ No. 16-17-063, RFQ No. 21-22- 016, and RFQ No. 21-22-017 in the amount of $500,000.00, which will raise the current contract capacity from $500,000.00 to $1,000,000.00 for each Consultant. Also, additional funding is required to increase the capacities of the initial terms of PSAs with the Consultants authorized pursuant to RFQ No. 19-20-019 in the amount of $1,500,000.00, which will raise the current contract capacity from $5,000,000.00 to $6,500,000.00 plus $2,500,000.00 per renewal year for each Consultant. Moreover, additional funding is required to increase the capacities of the PSAs with the Consultants authorized pursuant to RFQ No. 21- 22-018, in the amount of $2,000,000.00, which will raise the current contract capacity from $3,000,000.00 to $5,000,000.00 plus $1,000,000.00 per renewal year for each Consultant. Further, additional funding is required to increase the capacities of the PSAs with the Consultants authorized pursuant to RFQ No. 22- 23-002 in the amount of $2,000,000.00, which will raise the contract capacities of said PSAs from $500,000.00 to $2,500,000.00 per contract for each Consultant.
