Background of Item: Pursuant to the Code of Federal Regulations 24 CFR 91.220, all entitlement jurisdictions are required to submit a Five -Year Consolidated Plan ("Consolidated Plan"), the Annual Action Plan ("AAP"), and the Analysis of Impediments to Fair Housing Choice (Al")"to the United States Department of Housing and Urban Development ("HUD") for the purpose of carrying out its long-term strategic plan. The Consolidated Plan FY2024-2028 sets forth the overall goals and objectives of the City of Miami ("City") for the next five years as it relates to the following entitlement grants: Community Development Block Grant ("CDBG"), Home Investment Partnerships Program ("HOME"), Emergency Solutions Grants ("ESG"), and Housing Opportunities for Persons with AIDS ("HOPWA"); and The AAP sets forth the overall goals and objectives of the City's Consolidated Plan to be undertaken in Fiscal Year ("FY") 2024- 2025. The Al identifies impediments to fair housing choice and delineates actions for the city to take in order to overcome the effects of impediments identified in the analysis and to eliminate housing discrimination and promote fair housing. The Five -Year Consolidated Plan for FY 2024-2028, the AAP FY 2024-2025, and the Al for FY 2024- 2028 must be submitted to the Local HUD Field Office at least forty-five (45) days before the beginning of the FY, which is August 15, 2024. The City's Administration recommends the approval of the City's Consolidated Plan for FY 2024-2028, the AAP for FY 2024-2025, and the Al FY2024-2028, attached, and incorporated, and requests authorization to submit them to the HUD for review and approval; to the Code of Federal Regulations 24 CFR 91.220, all entitlement jurisdictions are required to submit a Five -Year Consolidated Plan ("Consolidated Plan") and the Annual Action Plan ("AAP") to the United States Department of Housing and Urban Development ("HUD") for the purpose of carrying out its long-term strategic plan. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City's Consolidated Plan for FY 2024-2028, the AAP for FY 2024-2025 and the Al for FY 2024-2028, attached and incorporated, are approved. Section 3. The City Manager is authorized' to submit the City's Consolidation Plan for FY 2024-2028, the AAP for FY 2024-2025, and the Al FY 2024-2028 to HUD for review and approval. Section 4. The City Manager is authorized' to negotiate and execute any and all necessary documents, including amendments, extensions, and modifications, all in a form acceptable to the City Attorney, subject to all federal, state, and local laws the regulate such documents, as may be necessary for said purpose,. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ge = . Wys ng IIQ, C ty ttor -y 7/16/2024 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by the City Attorney, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
