Background of Item: The City of Miami has been awarded a grant in an amount not to exceed one million nine hundred ninety-nine thousand nine hundred ninety-nine dollars and eighty-two cents ($1,999,999.82) from the United States Department of Agriculture, through the Urban and Community Forestry Inflation Reduction Act, for the Miami Urban Forest and Green Workforce Project. The 1:1 match has been waived under the provision of the Public Law 117-169 (Inflation Reduction Act) and based on assurance from the Cooperator that 100% of the work and funding will benefit disadvantaged communities. The southwestern portion of the City of Miami is approximately 6.7 square miles and comprised of a population of 101,135 people. It is one of the City's most densely populated regions with the greatest tree canopy deficiency, ranging between 10-15% Urban Tree Canopy Assessment (UTC), as further described in Exhibit "A". This project will install over 1,025 trees to enhance Miami's urban forest; train up to 60 residents from underserved communities to enter the green workforce; engage residents to be environmental stewards; and develop a Street Tree Management Plan for sustainability as further described in Exhibit "B". WHEREAS, the City of Miami ("City") has been awarded a grant in an amount not to exceed one million nine hundred ninety-nine thousand nine hundred ninety-nine dollars and eighty-two cents ($1,999,999.82) ("Grant") from the United States Department of Agriculture, through the Urban and Community Forestry Inflation Reduction Act, for the Miami Urban Forest and Green Workforce Project; and WHEREAS, the 1:1 match has been waived under the provision of the Public Law 117- 169 ("Inflation Reduction Act") and based on assurance from the City that 100% of the work and funding will benefit disadvantaged communities; and WHEREAS, the Inflation Reduction Act, Subtitle D, Sec. 23003(a), State and Private Forestry Conservation Programs — Appropriations, purpose is to provide support for tree planting and related activities under the existing authorities in the Cooperative Forestry Assistance Act of 1978 (PL 95-313), Section 9; and WHEREAS, Urban and Community Forestry ("UCF") is a covered program under the Agency's Justice40 Initiative established through Executive Order 13985; and WHEREAS, the southwestern portion of the City is approximately 6.7 square miles, comprised of a population of 101,135 people, and is one of the City's most densely populated regions with the greatest tree canopy deficiency, ranging between 10-15% Urban Tree Canopy Assessment (UTC), as further described in Exhibit "A," attached and incorporated; and WHEREAS, the Southwest Streetscape Master Plan ("SW Plan") was created to build this community's resilience to the impacts of climate change through tree shading to reduce the heat island effect; maintain and enhance the quality of the air, water and land through a mature tree canopy's ability to sequester carbon and release oxygen, and filter storm water; and promote awareness with City residents, on the benefits of trees; and WHEREAS, implementation of the Miami Urban Forest and Green Workforce Project ("Project") will result in residents enjoying health and wellness benefits of a biodiverse and resilient urban forest; and WHEREAS, the Project will install over 1,025 trees to enhance Miami's urban forest; train up to sixty (60) residents from underserved communities to enter the green workforce; engage residents to be environmental stewards; and develop a Street Tree Management Plan for sustainability as further described in Exhibit "B," attached and incorporated; and WHEREAS, the City wishes to undertake such activities provided in the scope of work found in the Agreement, attached and incorporated as Exhibit "B"; and WHEREAS, the City is responsible for the maintenance of the trees after completion of the Project; and WHEREAS, it is appropriate for the City Manager to accept the Grant and to negotiate and execute an agreement and any additional necessary documents, all in forms acceptable to the City Attorney the for acceptance of the Grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Grant, from the United States Department of Agriculture, is hereby accepted. Section 3. The City Manager is hereby authorized' to negotiate and execute a grant agreement and any necessary documents, all in forms acceptable to the City Attorney, for the acceptance of the Grant. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: rge Wyy•ng III, C y ttor -y 7/16/2024 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
