Administration
ENCLOSURES:
BACKGROUND
The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing
support to its residents.
Foundation of Centro Mater Child Care Services, Inc. (Centro Mater) (the organization) is a not for profit
company that focuses on educational development through day care and after school programming for
children. The organization has provided quality childcare services for 57 years. The funding will be
utilized for their Centro Mater Learning and Fun Program. The program will aid residents between the ages
of 3 and 12 via their after school program. Children will participate in productive activities on a daily basis
aimed at fostering social, leadership, and health skills; provide peer and family counseling; and, a nutritious
snack and meal for each student enrolled in the program. Additionally, each student will receive a
scholarship making the programmatic charges free for each participant's family.
As the Organization is familiar with the needs of the community and the district, it would be advantageous
for the City to expedite the allocation and waive procurement requirements at this time. Providing these
funds to the Organization will allow local businesses to obtain these services immediately, with no added
time for the procurement process, which could take over 30-40 days.
RECOMMENDATION
In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding
methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances,
as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding
of the same to the City Commission for ratification by a four -fifths vote is respectfully requested.
