ORGANIZATION AND PROGRAM/PROJECT INFORMATION
Organization History and Background Information:
Centro Mater has been providing quality childcare services for over 57years in the East Little Havana Community.
For the last 28 years Centro Mater has successfully maintained the CDBG program. Throughout the course of those
years the program has been able to assist more than 800 youngsters of this community. The outcomes of this
proposal are closely related to the needs of this community.
The Center as mentioned above has viable resources to sustain the program due to our community involvement and
the present established partnerships. These resources have been operating in the program for many years. Also due
to the program's stability and tenure we are able to pay in advance for expenses. The program also receives cash
advances from Head Start that assist with the overall operational expenses. In addition Centro Mater is part of
Catholic Health Service- An institution which operating budget exceeds $200 Million.
Centro Mater Impoverished Families and their Demographics. 90% of the families served by this program have
incomes below the federal poverty guidelines; 100% are low income. 99% of the children and youth in this program
qualify for free meals at Miami -Dade public schools, and an equal percentage live in households that earn less than
30% of the City's median income. Our records indicate that 30% of the parents of the children receiving childcare
services have received welfare benefits and are/ were TANF participants within the last 12 months. The clients are
all Hispanic immigrants; 98% are males. About 18% of the participants cannot speak English.

Program/Project Title: Centro Mater Learning and Fun program
Project/Program Description:
Centro Mater Child Care Services Inc. is a non-profit organization founded in 1968 by Sister Miranda, R.S.C.J. in order
to accommodate the educational and developmental needs of the many Cuban children and families who were
constantly arriving in Miami. By providing a day care and an after -school program for these children, Madre Miranda
and her all -volunteer staff were able to alleviate one of many hardships faced by the newly -arrived refugees.
Since 1976 Centro Mater has continued to grow and expand its services to a larger and more diverse community
that includes U.S. citizens as well as immigrants from Cuba, Nicaragua, Haiti, Dominican Republic, Guatemala,
Colombia, Puerto Rico, Peru, Costa Rica, Haiti, Honduras and El Salvador among others. In 1980 Centro Mater began
serving pre-school children through the Head Start program, and in 1986 opened the first two infant/toddlers'
classrooms. Centro Mater After School is nationally accredited by the prestigious Council on Accreditation (COA).
Centro Mater has been the recipient of numerous honors and awards over the course of its existence starting with
the national presidential award (the point of Light award) received for our commitment to serve the East Little
Havana Community. In addition, Centro Mater was the first Miami -Dade childcare center to receive funding from
the City of Miami more than thirty- five years ago.

Please describe how this program/project and funding will alleviate poverty within the City of Miami?
The program at Centro Mater is critically needed for the following reasons:
Neglect Prevention. Because most of our families are impoverished and headed by a single, immigrant
mother, there is no other place for the children to go. Many of the parents lack the funds and/or the understanding
even to meet the full nutritional needs of their children without assistance.
Gang Prevention. Little Havana has one of the highest rates of youth gang membership in the County;
Family Self -Sufficiency. According to studies conducted by the Archdiocese of Miami and the Human
Services Coalition seven years ago, lack of childcare was the primary problem reported by mothers seeking to make
the transition from welfare to work. Moreover, the families we serve often have little understanding of the services
available to them in the community, to which they are entitled.
Since all of the participants in this project are identified as living under the federal poverty guidelines by attending
our program at NO cost it will help alleviate their weekly expenses.
IMPACT AND PERFORMANCE:

70 children will be involved in productive, age -appropriate activities on a daily basis based on their developmental
age. 70 children will participate
Each child will be enrolled in the after school Program and able to receive 4 hours of activities each school day or 4 X
200 school days = 800 hours of care per each of 30 children, or 24,000 hours of funded care. This will include:

dodge ball, dancing and singing, cheerleading, theater, music, painting
150 hours of activities designed to foster positive social behaviors including, homework activities, tutoring, etc
1. Engage 70 at -risk children to participate in a variety of sports and recreational activities during non -school
hours.
2. Foster positive social behaviors, leadership skills and healthy bodies while at the same time deterring from
drug and gang activity;
3. Provide peer/family counseling to resolve family issues and preserve the family unit;
4. Provide one nutritious snack and one nutritious meal per day to each child in the after -school program.
