Subject: Accept Donation - Wynwood Bid - Phase Four
Purpose of Item:
A Resolution of the Miami City Commission authorizing the City Manager to accept a
fourth donation from the Wynwood Business Improvement District ("Wynwood BID") in a
total amount of one hundred and seventy thousand dollars ($170,000.00) to establish a
Special Revenue Project titled: "The Wynwood BID Security System Phase Four;"
allocating said funds to the Miami Police Department's ("MPD") in the amount of one
hundred and fifty thousand dollars ($150,000.00) for the provision of forty-two (42)
security camera network to include the replacement of old legacy camera equipment
sites and to purchase two (2) horses for the Mounted Unit in the amount of
($20,000.00), further authorizing the City Manager to designate the Chief of Police to
approve the expenditure of funds allocated to the project and execute any and all
necessary documents, all in forms acceptable to the City Attorney, for the dispersal of
project funds.
Background of Item:
The Wynwood Business Improvement District ("Wynwood BID") seeks to continue to
increase public safety and the quality of life for business owners and visitors to the
businesses within the Wynwood BID area. On April 2, 2024, the Wynwood BID's Board
of Directors approved an additional funding amount of one hundred and fifty thousand
dollars ($150,000.00) towards a phase four expansion of the security camera network.
An amount of twenty thousand dollars ($20,000.00) was also donated for the purchase
of two horses for the Mounted Unit to provide coverage within the Wynwood BID area
totaling one hundred and seventy thousand dollars ($170,000.00). The acceptance of
this additional donation will be beneficial to the City by providing MPD with additional
resources in an effort to continue to curtail or prevent crime in the Wynwood BID area,
including but not limited to robberies, assaults and burglaries. There are no matching
funds required for this project.

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO ACCEPT A FOURTH DONATION FROM THE WYNWOOD BUSINESS

HUNDRED AND SEVENTY THOUSAND DOLLARS ($170,000.00) TO ESTABLISH A
SPECIAL REVENUE PROJECT TITLED: "THE WYNWOOD BID SECURITY SYSTEM
PHASE FOUR"; ALLOCATING SAID FUNDS IN THE AMOUNT OF ONE HUNDRED
AND FIFTY THOUSAND DOLLARS ($150,000.00) TO THE MIAMI POLICE
DEPARTMENT'S ("MPD") SPECIAL REVENUE FUND ACCOUNT NUMBER
12000.191602.466000.0.0, FOR THE PROVISION OF FORTY-TWO (42) SECURITY
CAMERAS TO INCLUDE FOUR (4) CAMERA SITES EQUIPPED WITH TWELVE (12)
360-DEGREE CAMERAS, SIX (6) PAN TILT ZOOM (PTZ) AND THE REPLACEMENT
OF OLD LEGACY CAMERA EQUIPMENT ON TWELVE (12) CURRENT CAMERA
SITES TOTALING TWENTY-FOUR (24) CAMERAS, AS A FOURTH EXPANSION
PROJECT WITHIN THE WYNWOOD BID AREA AND INTEGRATING THE SECURITY
CAMERAS INTO MPD'S REAL TIME CRIME CENTER AND TO PURCHASE TWO (2)
HORSES FOR THE MOUNTED UNIT IN THE AMOUNT OF TWENTY THOUSAND
DOLLARS ($20,000.00), ALLOCATING SAID FUNDS TO THE MIAMI POLICE
DEPARTMENT'S ("MPD") SPECIAL REVENUE FUND ACCOUNT NUMBER
12000.191602.466000.0.0; FURTHER AUTHORIZING THE CITY MANAGER TO
DESIGNATE THE CHIEF OF POLICE TO APPROVE THE EXPENDITURE OF FUNDS
ALLOCATED TO THE PROJECT AND EXECUTE ANY AND ALL NECESSARY
DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR THE
DISPERSAL OF PROJECT FUNDS.
WHEREAS, the Wynwood Business Improvement District ("Wynwood BID") seeks to
continue to increase public safety and the quality of life for business owners and visitors to the
businesses within the Wynwood BID area; and
WHEREAS, pursuant to Resolution No. 19-0266, adopted on July 11, 2019, the
Wynwood Business Improvement District's Board of Directors donated one hundred and eighty-
one thousand, thirty-four dollars and thirty-seven cents ($181,034.37) to be utilized by the Miami
Police Department to purchase forty-eight (48) security cameras and two (2) license plate
readers, to be installed specifically within the Wynwood BID area; and
WHEREAS, pursuant to Resolution No. 20-0192 adopted on July 9, 2020, Wynwood BID
donated additional funding in the amount of one hundred seventeen thousand, nine hundred
ninety-nine dollars and eighty-one cents ($117,999.81) to be utilized for the purchase of thirty-
three (33) cameras and one (1) license plate reader and was installed as part of the phase two
expansion of the security camera network ("Project") within the Wynwood BID area; and
WHEREAS, pursuant to Resolution No. 22-0356 adopted on September 22, 2022,
Wynwood BID donated additional funding in the amount of two hundred and fifty thousand
dollars ($250,000.00) to be utilized for the purchase of an additional thirty (30) cameras and
seven (7) automated license plate readers towards a phase three expansion of the security
camera network; and
WHEREAS, on April 2, 2024, the Wynwood BID's Board of Directors approved an
additional funding amount of one hundred and fifty thousand dollars ($150,000.00) to be utilized
for the purchase of forty-two (42) security cameras towards a phase four expansion of the
security camera network; and
WHEREAS, an amount of twenty thousand dollars ($20,000.00) was also donated for
the purchase of two (2) horses for the Mounted Unit to provide coverage within the Wynwood
BID area; and
WHEREAS, the acceptance of this additional donation, totaling one hundred and
seventy thousand dollars ($170,000.00), will be beneficial to the City of Miami ("City") by
providing MPD with additional resources in an effort to continue to curtail or prevent crime in the
Wynwood BID, including but not limited to robberies, assaults and burglaries;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:

Section 3. The City Manager is authorized' to accept a donation from the Wynwood BID
for the project, with no matching funds required, and appropriate the donated funds toward the
purchase of cameras and horses as a fourth expansion of the project.
Section 4. The City Manager is further authorized' to designate the Chief of Police to
approve the expenditure of funds and execute any and all necessary documents, all in forms
acceptable to the City Attorney, for the dispersal of funds for the Project.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter
and City Code provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
