THE CITY OF MIAMI
G.E.S.E. RETIREMENT
TRUST
RECOMMENDATION:
It is recommended that the City Commission confirm the reappointments by AFSCME Local 871 of Clarence
Graves, Luis Fernandez, and Joe Simmons, Jr., as representatives selected by AFSCME Local 871 as members of
the City of Miami General Employees' and Sanitation Employees' Retirement Trust Board of Trustees as per
attached Resolution.
BACKGROUND:
City of Miami Code Section 40-243 (A), (Ordinance No. 10002), provides for the appointment of a nine -member
board of trustees to administer and manage the retirement plan known as the "City of Miami General Employees'
and Sanitation Employees' Retirement Trust." Of these nine members, one is to be selected by the City Manager,
two by the general employees (A.F.S.C.M.E. Local 1907 bargaining unit), and two by the sanitation employees
(AFSCME Local 871 bargaining unit). Four independent trustees are to be selected by the City Commission per
recommendation by the two bargaining units.
Mr. Joe Simmons, Jr., President of AFSCME Local 871, has submitted for confirmation the names Clarence
Graves, Luis Fernandez, and Joe Simmons, Jr., for reappointment to the Pension Board (see attached letters.) The
term of these individuals would begin effective immediately and expire accordingly.

A RESOLUTION CONFIRMING THE REAPPOINTMENT OF
AN INDIVIDUAL AS MEMBER OF THE CITY OF MIAMI
GENERAL EMPLOYEES' AND SANITATION EMPLOYEES'
RETIREMENT TRUST TO SERVE A TERM OF OFFICE AS
HEREIN SPECIFIED.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The appointment of the following individuals as members of the Board of
Trustees of the City of Miami General Employees' and Sanitation Employees' Retirement Trust.
The term of office for Clarence Graves, Luis Fernandez, and Joe Simmons, Jr., which will expire
two years from date of confirmation, is hereby confirmed.

Dear Mr. Hernandez:
Please be advised that Mr. Clarence Graves term on the GESE Trust has expired. At this time,
AFSCME Local 871 is requesting that Mr. Graves be re -appointed to a new term on the GESE
Trust. Per Section 40-243(a)(2)b, Miami City Code, "two trustees shall be selected by the Solid
Waste employees and their names submitted to the City Clerk.
The trustee may be a present or retired member of the bargaining unit represented by the
Sanitation Employees' Union and shall be selected and serve according to the constitution and
bylaws of the Sanitation Employees' Union."
Please accept his name as an AFSCME Local 871 selection to the GESE Trust for confirmation
by the City Commission at the next available Miami City Commission meeting.
