The flooding creates health hazards, such as insect infestation, pollution of local waterways with trash and toxins from street runoff, impassable streets, dangerous traffic conditions, as well as vehicle and property damage. The Grantee's efforts to address the flooding issues include the installation of a water main to improve drainage and water service, installation of American with Disabilities Act (ADA) compliant ramps to improve accessibility, milling and resurfacing streets to reduce pollutant runoff, as well as the replacement of driveways, pavement markings and signage to improve traffic flow. Background of Item: The Grantee will construct stormwater drainage, water main, and roadway improvements on the no outlet roadways on the north and south side of SW 27 Street from SW 27th Court to SW 31st Place. The Project will include the installation of approximately 2,680 feet of 8-inch water main, street widening, milling and resurfacing, replacement of driveways, roadway markings and signage, and the construction of ADA compliant sidewalks and crosswalks. WHEREAS, the City of Miami ("City") applied for and was awarded a state grant for roadway and drainage improvements on the no -outlet roadways on the north and south side of Southwest 27t" Street from Southwest 27th Court to Southwest 31 st Place as part of Office of Capital Improvements' Project Number 40-B173613 ("Project"); and WHEREAS, the City is seeking to address flooding and water contamination issues for approximately 15,000 residents living in the community known as Golden Pines; and WHEREAS, Golden Pines experiences recurrent flooding which creates health hazards such as insect infestation caused by standing water, pollution of local waterways with toxins and trash from street runoff, impassable streets, vehicle, and property damage; and WHEREAS, the Florida Department of Environmental Protection ("FDEP") awarded grant funds for the Project in an amount not to exceed One Million Six Hundred Five Thousand Dollars ($1,605,000.00) ("Grant Funds") through the Grant Agreement Numbered LPA 0579 ("Agreement") attached and incorporated herein; and WHEREAS, pursuant to the proposed terms of the Agreement, the Grant Funds shall support installation of approximately 2,680 feet of 8-inch water main, street widening, milling, and resurfacing, replacement of driveways, roadway markings and signage and construction of ADA compliant sidewalks and crosswalks on the north and south side of Southwest 27t" Street from Southwest 27t" Court to Southwest 31st Place ("Purpose"); and WHEREAS, it is appropriate for the City to accept the Grant Funds, and authorize the City Manager to negotiate an execute any and all necessary documents, including but not limited to, the Agreement, amendments, extensions, renewals, and modifications, all in forms acceptable to the City Atorney, for the acceptance and administration of the Grant Funds; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is hereby authorized1 to accept, budget, allocate, and appropriate the Grant Funds to be utilized for the Project. Section 3. The City Manager is further authorized' to negotiate and execute the Agreement, in a form acceptable to the City Attorney, with FDEP for the acceptance and administration of the Grant Funds for said Purpose. Section 4. The City Manager is further authorized' to negotiate and execute any and all other necessary documents, including, but not limited to, renewals, extensions, modifications, and amendments, all in forms acceptable to the City Attorney, for said Purpose. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: rge = . If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
