Assemblage Description. As noted, the Assemblage includes lots that front NW 1 Street (the "North Parcels"), lots that front West Flagler Street (the "South Parcels"), one lot that fronts West Flagler Street with a northern fifty (50) feet included ("Split Parcel"), and one lot that fronts NW 8 Avenue (the "West Parcel"). There is a two-story building at the southwest intersection of NW 1 Street and NW 8 Avenue with ground floor retail and apartment units above. Fronting NW 9 Avenue are multi -family and single- family structures with an automobile repair shop and cars wash at the intersection of NW 9 Avenue and West Flagler Street. To the west of NW 9 Avenue is a Salvation Army facility. South of West Flagler Street are various retail uses and a public storage facility. West Flagler Street is the main thoroughfare that connects loanDepot Park, the River, and Downtown. This is an ideal location for infill density, reversing urban sprawl, and neighborhood serving grocer with property access on three frontages. Future Land Use Map. The Applicant is seeking to improve the current site condition with the Application, so that the Assemblage may be redeveloped with a more cohesive transition of development standards and uses. Accordingly, the Applicant is requesting a small-scale amendment of the FLUM so the entire Assemblage is Restricted Commercial and a zone change from T6-12-0, T6-8-O and T5-O to T6-12-0 and T6-8-O. Additionally, through the public hearing process the Applicant will be seeking release and replacement of a declaration of restrictions encumbering the site. Analysis. Article 7, Section 7.1.2.8(c) of Miami 21 states that a rezoning of land will only be considered where the proposal involves an extension of an existing transect boundary, unless the rezoning involves at least 40,000 square feet of land area or 200 feet of street frontage on one street. Here, the proposed rezoning would be an extension of the abutting T6-8-O transect boundary to the west which satisfies the rezoning criteria set forth in Section 7.1.2.8(c), Miami 21. Additionally, the Property is over 40,000 square feet and over 200 feet of frontage on multiple frontages. Thus, the Applicant's requested change is consistent with successional rezoning requirement per Article 7, Section 7.1.2.8(f)(2). The Property is idle, underdeveloped and underutilized land along a Transit Corridor. This condition does not serve the immediate neighbors or the City. As the population of Miami increases, there are insufficient housing opportunities. Approval of the Application, redevelopment of the Assemblage, will directly add to the dwindling housing supply and provide jobs in close proximity to transit. As further described below and in accordance with Section 7.1.2.8(f) of Miami 21, approval of the Application will advance many of the MCNP's goals, objectives and policies. Section 7.1.2.8(f)(1)(a) of Miami 21 provides that for all amendments there is consideration of the relationship of the proposed amendment to the goals, objectives and policies of the Comprehensive Plan, with appropriate consideration as to whether the proposed change will further the goals, objectives and policies of the Comprehensive Plan; the Miami 21 Code; and other City regulations. The proposed future land use designation of Restricted Commercial is consistent with the MCNP's "Correspondence Table — Zoning and Comprehensive Plan." See Page 27, MCNP excerpt below.
