The subject application complies with this successional zoning requirement in requesting a change of zoning from T5-L to T6-8-O. The application also satisfies the rezoning eligibility requirements of Section 7.1.2.8(c)(1), as the application involves an extension of the existing T6-8-O transect boundary. Pursuant to Section 7.1.2.8(c)(2)(g), an analysis of properties within a half -mile radius of the subject property must accompany all rezoning applications. The half -mile area surrounding the subject property encompasses a diverse cross-section of the Little Havana, Shenandoah, and The Roads neighborhoods. This area contains various transect zones under Miami 21, including T6 along the SW 8' Street and SW 7" Street corridors, T5 and T4 in Little Havana between the SW 8' Street and Flagler corridors, and T3 to the south in Shenandoah and the Roads. This distribution of transect zones provides for logical transitions in density and intensity between the medium- to high -density Little Havana community and the primarily single-family Shenandoah and Roads areas. As described in greater detail below, the proposed rezoning will help further this transitional zoning pattern. The current T5 zoning between SW 8" Street and SW 7' Street is inappropriate, as it is bounded by T6 to the east and west. The proposed rezoning will allow for more dense residential development along these major transit corridors, mirroring the existing zoning and development patterns. Analysis for Criterion # 1 — Further the Goals of the Comprehensive Plan: 44, Fbl Ew CO ' PZ-22-15076 04/26/23 The proposed rezoning and FLUM change will further the goals, objectives, and policies of the Comprehensive Plan and Miami 21 as follows: Policy LU-1.1.3: The City's zoning ordinance provides for protection of all areas of the city from: (1) the encroachment of incompatible land uses; (2) the adverse impacts of future land uses in adjacent areas that disrupt or degrade public health and safety, or natural or man-made amenities; (3) transportation policies that divide or fragment established neighborhoods; and (4) degradation of public open space, environment, and ecology. Strategies to further protect existing neighborhoods through the development of appropriate transition standards and buffering requirements will be incorporated into the City's land development regulations. The proposed rezoning and accompanying FLUM change will allow for future uses that are compatible with the surrounding neighborhood. The Property borders both the SW 7l Street and SW 8' Street corridors. Objective TR-1.1: Encourage sustainable growth and development that aims to improve mobility, reduce congestion, and supports the overall growth strategy of the City. Approval of this application will allow the development of higher density housing within walking distance to a major mixed -use commercial thoroughfare, improving walkability and reducing congestion. Additionally, as noted above, both SW 7' Street and SW 8' Street are mass transit corridors. Increasing the density in the block between these two corridors is a common- sense way to improve transit ridership and walkability, and reduce traffic congestion. Analysis for Criterion # 2 — Need and Justification for the Proposed Change: In recent years, housing costs in and around Miami have increased dramatically. The City has clearly and consistently articulated a goal to increase both housing stock variety and housing affordability. The proposed rezoning from T5-L to T6-8-O will allow for the development of denser multi -family residential uses, increasing the housing stock and helping current residents remain in their neighborhood. The City has also identified walkability and increased transit ridership as ongoing and important goals. This proposed rezoning and FLUM amendment will allow for the development of greater multi -family housing and commercial uses with direct access to the SW 8' Street commercial corridor and several Miami -Dade Metrobus and City of Miami Trolley routes, thereby furthering these objectives. The proposed rezoning and FLUM amendment will allow this Property to more meaningfully contribute to the vibrancy, walkability, and affordability of this neighborhood. Analysis for Criterion # 3 - Next Intensity Transect Zone The application requests a rezoning from T5-L to T6-8-O in compliance with the successional zoning table of Section 7.1.2.8 of Miami 21, satisfying the criterion that a zoning change be made only to the next intensity Transect Zone.
