A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A SPECIAL REVENUE PROJECT TITLED "EMERGENCY
HOTEL/MOTEL PROGRAM, PC-2324-HTMT-1" APPROPRIATING FUNDS IN
AN AMOUNT NOT TO EXCEED TWO MILLION, SEVEN HUNDRED NINE
THOUSAND, THREE HUNDRED FORTY NINE DOLLARS ($2,709,349.00)
CONSISTING OF A GRANT AWARD FROM MIAMI-DADE COUNTY THROUGH
THE MIAMI-DADE COUNTY HOMELESS TRUST ("COUNTY") FOR A TWELVE
(12) MONTH PERIOD, WITH NO CITY OF MIAMI ("CITY") MATCHING FUNDS
REQUIRED, FOR THE PROVISION OF TEMPORARY EMERGENCY
HOTEL/MOTEL ACCOMMODATIONS FOR HOMELESS FAMILIES ("GRANT");
AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT #2 OF THE
GRANT AGREEMENT WITH THE COUNTY FOR SAID PURPOSES IN
SUBSTANTIALLY THE ATTACHED FORM TO ACCEPT AND APPROPRIATE
GRANT FUNDS CONDITIONED UPON THE AVAILABILITY OF THE CITY
RESOURCES THAT MAY BE REQUIRED TO IMPLEMENT THE
ACCEPTANCE OF AND COMPLIANCE WITH SAID GRANT; FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE UP TO ONE ADDITIONAL
ONE-YEAR EXTENSION TO THE AGREEMENT AND ANY OTHER
NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, IN FURTHERANCE OF THE GRANT.
WHEREAS, the City of Miami ("City") has been awarded a grant in an amount not to
exceed two million seven hundred nine thousand, three hundred forty-nine dollars
($2,709,349.00) ("Grant") from Miami -Dade County through the Miami -Dade County Homeless
Trust ("County") for the provision of temporary emergency hotel/motel accommodations for
homeless families for Fiscal Year 2023-2024; and
WHEREAS, the City's Department of Human Services ("Department") through the
Homeless Services Division will utilize the Grant to provide temporary placement services
(Hotel/Motel), food vouchers and transportation for homeless families, with no City matching
funds required; and
WHEREAS, it is appropriate to authorize the City Manager to negotiate and execute
Amendment #2 of the Grant Agreement with the County for acceptance of the Grant, in
substantially the attached form, for the provision of temporary emergency hotel/motel
accommodations for homeless families for a twelve (12) month period, with said services to be
provided by the Department and establish a new special revenue fund for the appropriation of
the Grant conditioned upon the availability of the City resources that may be required to
implement the acceptance of and compliance with said Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to negotiate and execute Amendment #2 of
the Grant Agreement, in substantially to attached form, accepting the Grant for the provision of
temporary emergency hotel/motel accommodations for homeless families for a twelve (12)
month period, with no City match required conditioned upon the availability of the City resources
required to implement the acceptance of and compliance with said Grant.
Section 3. The following new Special Revenue Project is hereby established with
resources for the same appropriated as described below:

RESOURCES:
The Miami -Dade County Homeless Trust $2,709,349.00
APPROPRIATIONS: Provision of temporary emergency hotel/motel
accommodation, for homeless families. $2,709,349.00
Section 4. The City Manager is further authorized' to negotiate and execute up to
one additional one-year renewal to the Agreement any other necessary documents, all in
a form acceptable to the City Attorney, to implement the acceptance of, and compliance
with, said Grant award.
Section 5. This Resolution shall become effective immediately upon its adoption
and signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
