The City of Miami falls within eight MSA's. Census Blocks were used to determine the proportion of the City of Miami's population within each Minor Statistical Area. The percentages of City of Miami population within each MSA for 2020 were then applied to the MSA projections for 2025, 2030, and 2035. The table on the map shows only the City of Miami's population counts and projections. 1.2 • Population projections by Miami -Dade County's Minor Statistical Areas (MSA) • Census Blocks were used to determine City's share of 2020 population within each MSA that contains portions of the City • Those percentages were then applied to the County's projections for 2025, 2030, and 2035 • County projects City to grow to 529,057 by 2035. NE9TH-511 11.. �� : 11111111 I r ��N i1 b�l II ST. 71 kiVitikedk • Policy CM-4.1.2: Continue to direct population away from the Coastal High Hazard Area, which is defined as the areas below the elevation of the category 1 storm surge line, as established by a Sea, Lake and Overland Surges from Hurricanes (SLOSH) computerized storm surge model pursuant to Section 163.3178(2)(h) F.S., as depicted on the CHHA map in Appendix CM-1... • Miami -Dade County's calculation of existing residential density capacity does not consider municipal policies that may encourage focusing residential development elsewhere, such as Policy CM-4.1.2 of the MCNP. The map on the left shows the Coastal High Hazard Area in Edgewater. • All of the land within the CHHA in Edgewater has a FLU Designation of Restricted Commercial, which has a density of 150 du/ac. The Edgewater Intensity Increase Area does not provide additional residential density. • While redevelopment is not prohibited within the CHHA, Policy CM-4.1.2 does encourage development and redevelopment focus areas outside the CHHA. The proposed Northeast RDIA, with the exception of two parcels, is outside of the CHHA. The proposed density of 350 du/ac is approximately 2.33x the density allowed in the Restricted Commercial FLU in Edgewater. The creation of the Northeast RDIA may assist with the successful implementation of Policy CM-4.1.2 by enticing the private sector to refocus redevelopment efforts outside of the CHHA but still within the desirable residential real estate market of Edgewater and Midtown. • In addition to providing additional density that could reduce population in the CHHA, future transit stops are expected to come at NE 29 ST and the FEC Railway, NE 29 ST & N Miami AV, NE 26 ST & N Miami AV, and NE 22 ST & N Miami AV, thereby expanding the existing TOD Area. Increasing density within Transit Oriented Development Areas is consistent with Policy LU-1.1.10, Policy HO-1.1.9, and Policy TR-2.1.3, which all relate to encouraging high density development around transit stations. 6 Findings • The County's projections and capacity estimates alone are not sufficient to support creating a new RDIA within MSA 4.7 (Downtown, Midtown, Edgewater, Wynwood, Wynwood Norte, Park West, portions of Overtown, etc.). • Taking the Coastal High Hazard Area and Policy CM-4.1.2 into consideration, there is legitimate reason to consider the creation of the Northeast RDIA to complement Policy CM-4.1.2, which would also take advantage of planned transit stops within the proposed Northeast RDIA making it consistent with Policies LU-1.1.10, HO-1.1.9, and TR-2.1.3. The proposed FLR and density have the potential to result in an increase of approximately 118,878 daily trips and 8,220 P.M. peak hour trips. Based on this preliminary analysis, additional information is needed to help determine the impact of this application. At the time of redevelopment, a traffic study may be required. The traffic study should include traffic mitigation if significant impacts to operating levels of service are identified.
