This memo serves to memorialize updates to the Evaluation & Appraisal Review of the
MCNP, File ID 14508, between first and second reading.
State Coordinated Review
On October 12, 2023, the City Commission recommended approval on first reading of
amendments to the Miami Comprehensive Neighborhood Plan (MCNP) based on the
Evaluation & Appraisal Review begun in 2022, known as "Miami: Envisioning
2035/2045". These amendments were transmitted through the state coordinated
review process pursuant to Sec. 163.3184, Florida Statutes, within the proper time
frame, to the required reviewing agencies.
Commerce delivered the results of all timely agency reviews through an Objections,
Recommendations, & Comments ("ORC") report on December 22, 2023. The ORC
report contained only one comment from Commerce. No other agency included
comments within the report. Commerce's comment advised the City to amend the
MCNP to include two planning horizons, one for 10 years and the other for 20 years.
The following changes have been made to address the comment:
• Amended Cover Page/Title, Element Title pages, Rear page, and all footers to
include the new planning period 2035/2045
• Amended Introduction to include population projections for 2040 and 2045 to
align with the new planning horizon
• Amended all in -text or graphic references to the 2035 planning timeline to
2035/2045
FUTURE LAND USE ELEMENT
• Amended Future Land Use Map series to reflect 2035/2045
• Amended planning periods in Policies LU-1.1.2 and LU-1.6.1
• Amended RAC, page 1-19 criteria 1 and 4 and sentence following 5
Amended Interpretation of the Future Land Use Map, page 1-19, paragraphs 1
through 4
On January 19, 2024, Miami -Dade County, through the Department of Regulatory &
Economic Resources, submitted comments to the City. Being outside of the statute's
review period, these comments are advisory. The comments related to historic
preservation, Water & Sewer, and Environmental Resources Management. The
comments were acknowledged and addressed in the proposed amendments for
adoption.
Comment: Miami -Dade County — Historic Preservation
The County's Office of Historic Preservation offered advisory comments regarding
policies on which the City already follows through. Their comments have been sent to
the City's Historic Preservation division.
Comment: Miami -Dade County Water & Sewer Department (WASD)
Sanitary Sewers — the comment advised the City to amend certain policies within the
Sanitary & Storm Sewers Element to reflect the fact that sanitary sewers are owned,
operated, and maintained by WASD, not the City. Objective SS-1.1 and Policies SS-
1.1.1, SS-1.1.2, SS-1.1.3, and SS-1.2.2 have been amended to address this
comment.
Indoor water use efficiency — The Potable Water Element has been amended to
proposed Policy PW-1.4.2 to create a new policy to acknowledge new development
complying with County Code requirements for indoor water use efficiency.
Water Supply Plan — the comment highlighted a date referenced in error. That date
had already been identified and corrected for this second reading.
Comment: MDC Department of Environmental Resources Management (DERM)
The Capital Improvements Element has been amended, specifically Policy CI-1.2.2, to
include DERM in the review of onsite sewage treatment and disposal systems.
