strong support of the implementation of a Leave No Trace policy throughout City of Miami.
White the implementation of a Leave No Trace educational messaging wilt be very important,
getting everyone to Love Biscayne Bay and treat it with respect wilt depend on 5 things. 1)
Planning and Collaboration with other island stakeholders such as Florida DEP, Miami -Dade
County and other municipal island owners to develop a comprehensive strategy for all the boat
ramps and islands. 2) Investment in proper Landfill and recycling infrastructure at the boat
ramps. There are currently no trash or recycling cans at Watson IsLand Boat Ramps. 3) Positive
engagement with boaters one-on-one at boat ramps and on the islands sharing the new
behaviors we seek. 4) Enforcement of the Rules with either police or a Marine Park Ranger on
Jetski unit, and 5) Establish a regulatory framework and guidelines for commercial activities on
the bay and a board approval process modeled after City of Miami Beach's Marine & Waterfront

roosting on Mangrove island and a state threatened Little Blue Heron was flying from Mangrove
Island. Double Crested Cormorants and Brown Pelicans were actively nesting on Mangrove
Island. With that said, Tropical Audubon Society wilt continue to document the nesting activity
on these islands as they are clearly important nesting and roosting habitat for dozens of bird
species. We hope with more data collection and collaboration with other agencies, we can
better protect these spoil islands for wildlife by establishing a Critical Wildlife Area or non -
motorized vessel zone."Leave No Trace" is the first step, but we need further and immediate
protections of these islands now.

a zip code We live in a PLANET Many leaf blowers are powered by two-stroke engines, which
run on a mix of oil and gas. "These are very inefficient engines," said Jamie Banks, founder and
president of Quiet Communities, a nonprofit dedicated to reducing noise pollution, "and so they
emit a lot of these toxic pollutants." In 2020, lawn equipment across the United States
produced more than 68,000 tons of nitrogen oxides as well as more than 350,000 tons of
volatile organic compounds, according to the recent MASSPIRG report, which included national
data. The report noted these tools were responsible for emitting more than 20 minion pounds of
benzene, a carcinogen, into the air. The equipment also produced more than 30 million tons of
carbon dioxide and nearly 19,000 tons of methane, according to the report. Leaf blowers
produce a tow -frequency buzz that "allows bud sound at harmful Levels to travel over tong
distance and readily penetrate walls and windows," said Banks, who published a peer -reviewed

relocation and expansion of their administration building, the relocation and expansion of iPrep
Academy — a nationally recognized Magnet School of Excellence and one of the schools with
the greatest demand in the entire system -- the rebuilding of Phillis Wheatley Elementary
School in Overtown, and the construction of over 200 units of workforce/affordable housing
adjacent to it. To dismiss this work in favor of a no -bid contract is a travesty for this city and for
public education in Miami -Dade County. When considered side -by -side, I cannot see a single
defensible argument that supports this course of action. To even consider weighing the public
good of a school and affordable housing that would service the community with a park open to
the public 70% of the time, against a state-of-the-art athletic facility for a private school that

height up to 55 feet for some new construction in the MiMo Biscayne Historic District was
reviewed by the City of Miami Historic and Environmental Preservation Board (HEPB Board)
and the City of Miami Planning, Zoning and Appeals Board (PZAB). Before everything got
"supersized" by Miami 21, 55 feet is what people used to think of as about five stories. Now
that might not sound that high for some of you, but if it's YOUR single -story
residence/neighborhood that's on the other side of the property line from a large proposed five
story parking garage/office building, it's going to seem VERY BIG indeed. The problem is that
as it now stands, the ordinance is so broad and vague in its language, that it does not provide
for enough protections for the single-family residential communities that would be impacted.
There are FOUR such beautiful, historic/single family communities which abut the MiMo district-
-Morningside, Bayside, Palm Grove and Belle Meade. The MiMo historic district is only one lot
deep. MiMo is JUST the commercial buildings that line either side of the Boulevard from NE
50th St to NE 77 St. Right behind many of these buildings - on the other side of the property

Line - are single family, historic homes. The HEPB unanimously voted AGAINST recommending
the passage of the legislation to the City Commission, citing several findings which all related
to the overly vague and broad language currently being proposed for enactment. PZAB voted 7-
2 to recommend it although the PZAB Chair also voted against it for the same reason as the
HEPB--saying the proposal was too rushed, and that it needs more "fleshing out." Next
Thursday 3/14, the City Commission will consider the proposal at a "First Reading" at City Hall
starting at 9:00 AM (FR5 - Item 15353). One of the main objectives stated in our Miami 21
zoning code is to provide for Preservation of Neighborhoods. Several Miami communities that
abut commercial corridors like the MiMo district have enacted extensive provisions to limit
unwanted impact of commercial encroachment. Coral Gate (a traditional single-family
neighborhood with a 25-foot height restriction which abuts Coral Way), and two neighborhoods
in Coconut Grove are examples. All three are Neighborhood Conservation Districts (NCDs). Our
Upper Eastside is designated predominantly Historic -- which generally requires even more
rigorous restrictions than NCDs. There's no reason why Upper Eastside residential
neighborhoods should not ask for and reasonably expect to see similar protections for our
communities to be written in to any legislation which provides for increased intensity along an
abutting commercial corridor. Attached is a pdf file which shows the proposed amendment to
the MiMo height ordinance (in black font) and suggested "fleshing out" protections which have
been sent to Commissioner King. These suggestions would permit exceptions to the 35-foot
height limit (such as the garage/office building being proposed by Avra Jain) but also fairly and
reasonably provide antidotes to the impact of increased commercial intensity on abutting
residential neighborhoods which have precedents in other parts of town.

Please ban gas powered leaf blowers in the City of Miami. They are harmful to humans and the
environment. Estimates from the California Air Resources Board show that using a commercial
Leaf blower for one hour produces as much smog -forming pollution as driving 1,100 miles in a
car. More than 30% of a leaf blower's fueUoit mixture gets emitted unburned as an aerosol that
contains a host of toxins that can cause eye, skin and respiratory tract irritation, neurological
effects, and has been linked to lymphoma, leukemia and other types of cancer. According to
the New York State Department of Environmental Conservation, exhaust from gas -powered leaf
blowers contains hydrocarbons and nitrogen oxides — components of smog — plus carbon
monoxide and particulate matter, all of which are known to harm people's health. Nitrous oxide
is an extraordinarily potent heat -trapping gas, so leaf -blower exhaust also contributes to climate
change, which has its own health consequences. Leaf blowers 200-mite-an-hour winds also spin
up clouds of dust. That dust can contain pollen, mold, animal feces, heavy meta Ls, and
chemicals from herbicides and pesticides, according to the Department of Environmental
Conservation. Leaf blowers can turn rocks, sticks, mulch, grass particles, pieces of glass, and
other debris into projectiles that can cause cuts, lacerations, and eye injuries. The blown debris
can cause eye injury not only to the operator of the leaf blower, but to anyone who is passing
by, either on foot or bicycle. From a one -foot distance, the power from a leaf blower reaches
180 to 200 mites per hour. That's more than strong enough to maim and kilt insects, including
pollinators that are critical to our ecosystem. And then there is the noise. The bud, low -
frequency rumble generated by gas -powered leaf blowers poses risks to hearing. It is not only a
nuisance to individuals enjoying the outdoors, it easily penetrates windows and glass doors of
homes, exposing individuals in their own homes to harmful levels of noise. There is a much
safer alternative to our environment and our health through the use of a simple rake, or if a leaf
blower is necessary, an electric powered leaf blower. Please ban gas powered leaf blowers in
the City of Miami.
Please consider this as our students need this and for public schools.

good candidate. He has been arrested in the past for soliciting a prostitute! I remember a
previous commission meeting where you all discussed background checking everyone before
hiring them. This person clearly was not properly vetted. Please do not vote for Jose Suarez to
be the new executive director for Bayfront Park. Joe Carolto had a trust meeting yesterday
(which was planned at least since last week) at the BPMT just to vote Jose Suarez in. He knew

Several Miami communities that abut commercial corridors like the MiMo district have enacted
extensive provisions to limit unwanted impact of commercial encroachment. Coral Gate (a
traditional single-family neighborhood with a 25-foot height restriction which abuts Coral Way),
and two neighborhoods in Coconut Grove are examples. All three are Neighborhood
Conservation Districts (NCDs). Our Upper Eastside is designated predominantly Historic --
which generally requires even more rigorous restrictions than NCDs. There's no reason why
Upper Eastside residential neighborhoods should not reasonably expect to see similar
protections for our communities to be written in to any legislation which provides for increased
intensity along an abutting commercial corridor.
