Ladies and gentlemen of the zoning board, esteemed community members, As a 3 decade resident,
attorney, and property owner in Wynwood, I vehemently oppose the proposed establishment of a
medical marijuana dispensary on my block and in our vibrant neighborhood. A thorough examination of
experiences in other communities, applicable legal precedent, and Wynwood's unique character
presents compelling reasons against this venture. My argument rests on the following crucial points: 1.
Increased Safety Concerns: Dispensaries attract elevated risk: Studies illustrate a correlation between
medical marijuana dispensaries and increased crime. California: A Saratoga City Council staff report
found links to heightened property crime (http://saratoga.granicus.com/MetaViewer.php?
view_id=8&clip_id=688&meta_id=26541) Colorado: Research showed crime increases shortly after
dispensary openings (https://news.ucdenver.edu/do-marijuana-dispensaries-increase-neighborhood-
crime/) Los Angeles: Studies found crime increases around shuttered dispensaries, indicating their
presence may act as a deterrent (https://wwwncbi.nlm.nih.gov/pmc/articles/PMC5703207/) Security
strain on resources: These facilities necessitate heightened security, straining law enforcement
resources. 2. Undermining Wynwood's Artistic Identity and Family -Friendly Transformation: Threat to
revitalization: Wynwood has thrived on its unique spirit and the influx of businesses catering to families
and a diverse crowd. A dispensary risks disrupting this balance. Negative perception: Dispensaries can
detract visitors and erode Wynwood's reputation as a creative and welcoming hub. 3. Potential Negative
Impact on Property Values: Research suggests correlation: Evidence points to the potential impact of
medical marijuana dispensaries on property values Research suggests correlation: Evidence points to
the potential impact of medical marijuana dispensaries on property values: California: Data indicates a
connection to lower property values (http://saratoga.granicus.com/MetaViewer.php?
view_id=8&clip_id=688&meta_id=26541). Wynwood's premium at risk: This could undermine gains in
property values from our revitalization efforts, threatening community investment. 4. Increased
Accessibility and Impact on Youth: Normalizing substance use: The presence of a dispensary
normalizes marijuana, making it more accessible to vulnerable populations, including youth. Youth
protection: We have a responsibility to protect our youth, and locating a dispensary near schools sends
a conflicting message. 5. Strain on Existing Social and Medical Support Infrastructure: Increased
Demand on Services: Studies have shown a link between marijuana dispensary density and increases
in hospitalizations related to marijuana abuse and dependence
(https://www.ncbi.nlm.nih.gov/pmc/articles/PMC4536157/ and https://wwwcanada.ca/en/health-
canada/services/drugs-medication/cannabis.html) Wynwood's existing social and medical support
systems may become overburdened as a result. 6. Potential Violation of Federal Law: Federal versus
state supremacy: Marijuana remains classified as a Schedule I controlled substance federally, creating
conflicts with state legislation exposing our community to potential legal consequences. 7. Increased
Risk of Robbery Due to Cash -Only Transactions Federal Banking Restrictions: Due to federal
restrictions, most dispensaries cannot legally accept credit or debit cards, forcing them to operate on a
cash -only basis. Attractive Targets: Large amounts of cash on -site make dispensaries prime targets for
theft and robbery, escalating crime risks in the surrounding neighborhood. Alternative Solutions: I
propose exploration of strictly controlled delivery services to allow patients access to medical
marijuana, mitigating the risks associated with dispensaries. Conclusion: Wynwood is at a pivotal point.
I urge the zoning board to consider the legal ramifications, potential threats to community safety,
Wynwood's unique character, and increased robberies. For these reasons, please deny approval for the
medical marijuana dispensary in Wynwood. Thank you, furthermore this might as welt be labelled the
"LET'S BRING DRUGS BACK TO WYNWOOD." proposal
Please take into consideration that the proposed location for this cannabis dispensary is within three
blocks of Shenandoah Middle School. The community wilt have to be on constant alert because of
students having easy access to cannabis products that can be provided without consent to minors, and
there is not enough staff to prevent the presence of these products around the school. Please help us
avoid unsupervised access to cannabis in this neighborhood. Thank you.

Bisca d There should be no digital billboards allowed that: 1) take away from the natural beauty of our parks
yne and public spaces (like the Torch of Freedom, Bayfront or Ferre Parks; 2) that face the windows of
Mich Nie Code
Blvd residential units causing light pollution, visual blight, potentially causing health impacts by disrupting
elte mey 3009 the residents' sleep, and/or negatively impacting their views and as a result, their property values; or 3)

888 Amen We have 500 families in our building who are grateful to Commissioner Pardo for proposing this
Bisca d moratorium. We are unanimously opposed to the placement of LED billboards - especially huge,
