City of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 15492 Final Action Date:2/8/2024 A RESOLUTION OF THE MIAMI CITY COMMISSION SUPPORTING HOUSE BILL ("HB") 1081, SENATE BILL ("SB") 1072, AND ANY SIMILAR LEGISLATION THAT WILL ENHANCE THE EFFECTIVE UTILIZATION OF TOURIST DEVELOPMENT TAX REVENUE TO IMPROVE LOCAL INFRASTRUCTURE AND PUBLIC FACILITIES (COLLECTIVELY "LEGISLATION"); URGING GOVERNOR RON DESANTIS AND THE MEMBERS OF THE FLORIDA LEGISLATURE TO ADOPT SAID LEGISLATION; DIRECTING THE CITY MANAGER TO INCLUDE SUPPORT FOR THE LEGISLATION TO THE CITY OF MIAMI'S 2024 LEGISLATIVE PRIORITIES; DIRECTING THE CITY CLERK TO TRANSMIT A CERTIFIED COPY OF THIS RESOLUTION TO THE OFFICIALS NAMED HEREIN. WHEREAS, the City of Miami ("City") recognizes the importance of effective utilization of tourist development tax revenue to enhance the local community's infrastructure and public facilities; and WHEREAS, Florida House Bill ("HB") 1081 and Senate Bill ("SB") 1072, aim to provide an exception to the authorized uses of revenues received by counties imposing the tourist development tax, thereby allowing for more targeted and impactful investments in public facilities; and WHEREAS, the proposed amendments specify appropriate uses of tax revenues for certain counties, aligning with the City's commitment to responsible fiscal management and community development; and WHEREAS, the bills require the distribution of charter county convention development moneys to the governing boards of municipalities for specified purposes, fostering collaboration and shared benefits among local jurisdictions; and WHEREAS, the revisions outlined in the bills seek to streamline the utilization of charter county convention development moneys, eliminating unnecessary notification requirements and promoting more efficient allocation of resources; and WHEREAS, the City believes that supporting HB 1081 and SB 1072 is in the best interest of our community, facilitating improved infrastructure, enhanced public facilities, and overall economic development; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission hereby expresses it support of HB 1081, SB 1072, and any similar legislation that will enhance the effective utilization of tourist development tax revenue to improve local infrastructure and public facilities (collectively "Legislation"). Section 3. The City Commission urges Governor Ron DeSantis ("Governor") and the members of the Florida Legislature to adopt the Legislation. Section 4. The City Manager is hereby directed to include support for the Legislation in the City's 2024 Legislative Priorities. Section 5. The City Clerk is directed to transmit a certified copy of this Resolution to the Governor, President of the Senate Kathleen Passidomo; Speaker Paul Renner, Senator Bryan Avila; Representative Juan Carlos Porras; the members of the Miami -Dade County Legislative Delegation; the Executive Board of the Miami -Dade County League of Cities; and the City Clerks of all municipalities within Miami -Dade County.
