Subject: Establish Special Revenue Project - BJA National Public Safety Partnership
Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), establishing a new
Special Revenue Project titled: "BJA FY 23 National Public Safety Partnership —
Capacity Building Grant Limited Competition Grant Solicitation;" accepting grant award
from the United States Department of Justice, Office of Justice Programs, Bureau of
Justice Assistance, in the amount of $497,000.00, with no local match required, to
provide the Miami Police Department ("MPD") with funding for criminal justice initiatives,
travel, equipment, and contractual support; authorizing the City Manager to accept the
grant award, in substantially the attached form; further authorizing the City Manager to
designate the Chief of Police or designee to negotiate and execute any other necessary
documents, all in forms acceptable to the City Attorney, in order to implement the
acceptance and administration of the grant award.
Background of Item:
A study was conducted by CRH Analysis Consulting on the Crime Analyst Detail of the
police department, on behalf of the Public Safety Partnership and Bureau of Justice
Crime Analysis on Demand program, to assess the structure. A detailed assessment
was conducted to provide suggestions to address current inefficiencies and gaps.
Recommendations were made for the acquisition and deployment of new proactive
technology and for improvements in the analytical workflow, process and dissemination
of actionable crime data. Due to the outcome of the assessment, the City of Miami
("City") has been awarded a grant by the United States Department of Justice, Office of
Justice Programs, Bureau of Justice Assistance ("Grantor") in the amount of
$497,000.00 ("Grant"), with no required local match, to provide the Miami Police
Department ("MPD") funding for travel, equipment, and contractual support. The Grant
will be used by MPD to support the focused deterrence framework, including hotspot
policing capabilities and effective mission -based direct patrol deployment strategies.
The goals are to include but not limited to, design evidence -informed strategy to reduce
serious violence in each targeted neighborhood in the City of Miami and develop a plan
to sustain Miami's strategy beyond the life of this federal grant.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "BJA FY 23
NATIONAL PUBLIC SAFETY PARTNERSHIP — CAPACITY BUILDING GRANT
LIMITED COMPETITION GRANT SOLICITATION" AND ACCEPTING A GRANT
AWARD FROM THE UNITED STATES DEPARTMENT OF JUSTICE, OFFICE OF
JUSTICE PROGRAMS, BUREAU OF JUSTICE ASSISTANCE ("DOJ") IN THE
AMOUNT OF $497,000.00 WITH NO LOCAL MATCH REQUIRED; APPROPRIATING
SAID GRANT FUNDS TO THE MIAMI POLICE DEPARTMENT ("MPD") TO SUPPORT
STRATEGIC DEPLOYMENT INITIATIVES TO COMBAT CRIME; AUTHORIZING THE
CITY MANAGER TO EXECUTE A GRANT AGREEMENT, IN SUBSTANTIALLY THE
ATTACHED FORM; FURTHER AUTHORIZING THE CITY MANAGER TO
DESIGNATE THE CHIEF OF POLICE OR DESIGNEE TO NEGOTIATE AND
EXECUTE ANY OTHER NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE AND
ADMINISTRATION OF THE GRANT AWARD.
WHEREAS, CRH Analysis Consulting ("CRH") conducted a study of the Miami
Police Department's ("MPD") Crime Analyst Detail in furtherance of the objectives of the
Public Safety Partnership and the Bureau of Justice Crime Analysis on Demand Program
("Program"); and
WHEREAS, a detailed assessment of MPD's Crime Analyst Detail was conducted to
evaluate the workflow of crime analytics and data driven predictions to create directed
patrol strategies to areas in the City of Miami ("City") where there is a heightened probability
of violent crime occurring; and
WHEREAS, based on CRH's findings, MPD was provided with recommendations to
identify operational improvements which included the acquisition and deployment of new
proactive technology, as well as proposals to enhance the analytical workflow, internal
processes, and dissemination of actionable crime data; and
WHEREAS, in support of obtaining the resources recommended for operational
improvements, the United States Department of Justice, Office of Justice Programs, Bureau
of Justice Assistance ("DOJ") has awarded the City a grant in the amount of $497,000.00,
with no required local match, to provide MPD with funding for strategic deployment
initiatives to combat crime; and
WHEREAS, the grant award will be used by MPD to acquire a hotspot analysis
platform to implement an automated system that will assist in the deployment of directed
patrols and procure subject matter expert consultants to provide training and
implementation of data based crime fighting strategies; and
WHEREAS, these measures are intended to employ evidence -informed strategies
to reduce serious violent crimes in each targeted neighborhood in the City and develop a
plan to sustain crime reduction strategies beyond the life of the grant; and
WHEREAS, the grant is awarded for a period of two (2) years, beginning October 1,
2023, and ending on September 30, 2025;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:

Section 3. The City Manager is authorized' to accept the grant award and execute an
agreement between the DOJ and the City, in substantially the attached form, to support
strategic deployment initiatives to combat crime in the City.
Section 4. The City Manager is further authorized' to designate the Chief of Police
or designee to negotiate and execute any and all other necessary documents, in a form
acceptable to the City attorney, in order to implement the acceptance and administration of
the grant award.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and City
Code provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City of Miami Commission.
