Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), establishing a new
Special Revenue Project titled: "BJA FY 23 Edward Byrne Memorial Justice Assistance
Grant (JAG) Program — Criminal Investigations Division Technology Modernization
Project;" accepting grant award from the United States Department of Justice, Office of
Justice Programs, Bureau of Justice Assistance, in the amount of $260,750.00, with no
local match required, to provide the Miami Police Department with funding to procure
computers for the Criminal Investigations Division technology modernization project;
authorizing the City Manager to accept the grant award, in substantially the attached
form; further authorizing the City Manager to designate the Chief of Police or designee
to negotiate and execute any other necessary documents, all in forms acceptable to the
City Attorney, in order to implement the acceptance and administration of the grant
award.
Background of Item:
The City of Miami ("City") has been awarded a grant by the United States Department of
Justice, Office of Justice Programs, Bureau of Justice Assistance ("Grantor") in the
amount of $260,750.00, with no required local match, to provide the Miami Police
Department ("MPD") funding support to procure computers for the Criminal
Investigations Division technology modernization project. The grant will be used by
MPD to support the criminal justice initiatives that will improve MPD's operations, as
allowed by the grant award, to reduce crime, enhance officer safety, and provide safety
to the residents, businesses, and visitors of the City.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "BJA FY 23
EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM —
CRIMINAL INVESTIGATIONS DIVISION TECHNOLOGY MODERNIZATION
PROJECT" AND ACCEPTING A GRANT AWARD FROM THE UNITED STATES
DEPARTMENT OF JUSTICE, OFFICE OF JUSTICE PROGRAMS, BUREAU OF
JUSTICE ASSISTANCE, IN THE AMOUNT OF $260,750.00, WITH NO LOCAL
MATCH REQUIRED; APPROPRIATING THE GRANT FUNDS TO THE MIAMI POLICE
DEPARTMENT FOR THE PROVISION OF NEW EQUIPMENT AND UPDATED
SOFTWARE TO SUPPORT CRIMINAL INVESTIGATION DIVISION TECHNOLOGY
MODERNIZATION PROJECT; AUTHORIZING THE CITY MANAGER TO EXECUTE A
GRANT AWARD AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM;
FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF
POLICE OR DESIGNEE TO NEGOTIATE AND EXECUTE ANY OTHER NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO
IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF THE GRANT AWARD.
WHEREAS, the City of Miami ("City") has been awarded a grant by the United
States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance
("DOJ") in the amount of $260,750.00, with no required local match, to provide the Miami
Police Department ("MPD") funding support to procure new laptop computers, updated
software, and equipment warranty to support the Criminal Investigations Division
Technology Modernization Project ("Project"); and
WHEREAS, the Project will support criminal justice initiatives that will improve
MPD's operations, as allowed by the grant requirements, to reduce crime, enhance officer
safety, and increase safety to the residents, businesses, and visitors of the City; and
WHEREAS, the grant is awarded for a period of four (4) years, beginning October
1, 2022, and ending on September 30, 2026;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:

Section 3. The City Manager is authorized' to execute a grant award agreement
between the DOJ and the City, in substantially the attached form, to accept grant funds for the
provision of new equipment and updated software to support the Criminal Investigation
Division Technology Modernization Project.
Section 4. The City Manager is further authorized' to designate the Chief of Police
or designee to negotiate and execute any and all other necessary documents, all in forms
acceptable to the City attorney, in order to implement the acceptance and administration of
the grant award.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
