Background of Item: The Cities for Financial Empowerment Fund, Inc., a Delaware Non -Profit Corporation ("CFE Fund"), supports municipal efforts to improve the financial stability of households by leveraging opportunities unique to local governments. The CFE Fund is continuing its support of the Summer Jobs Connect: Innovative Banking to Support At -Risk Youth Program ("Summer Jobs"), thereby supporting the City's Summer Jobs Connect Miami ("City Program") with the purpose of providing financial education, financial coaching, financial empowerment, and banking access initiatives to disadvantaged youth. CFE Fund has awarded the City a three (3) year grant award for Fifty Thousand Dollars ($50,000.00) ("Grant") to expand the City Program until 2025 to implement the Miami Youth Start Up Project which will provide financial education and entrepreneurial skills to twenty- five (25) at -risk youth 14 to 17 years old living in the City of Miami. The Grant will provide the City access to (1) participate in a learning community convened under Summer Jobs by the CFE Fund and (2) develop a plan for the City Program to implement expanded financial education and access to banking for youth program participants. Through participating in the Summer Jobs, the City Program can better leverage and take advantage of its existing financial literacy and individualized financial coaching program components currently offered to program participants. Itis appropriate for the City Commission to authorize the City Manager to accept, budget, allocate, and appropriate the Grant Funds, and to negotiate and execute any and all necessary documents, including but not limited to, amendments, extensions, renewals, and modifications, all in forms acceptable to the City Attorney, for the acceptance, administration and implementation of, and compliance with all applicable laws, rules, and regulations, for said Purpose. WHEREAS, the Cities for Financial Empowerment Fund, Inc., a Delaware Non -Profit Corporation ("CFE Fund"), supports municipal efforts to improve the financial stability of households by leveraging opportunities unique to local governments; and WHEREAS, the CFE Fund is continuing to support the City of Miami ("City") through its Summer Jobs Connect Program, which supports at -risk youth by providing financial education, financial coaching, financial empowerment, and banking access initiatives ("Summer Jobs Connect"); and WHEREAS, CFE Fund has awarded the City grant award in an amount not to exceed Fifty Thousand Dollars ($50,000.00) for a period of three (3) years ("Grant") to expand the current City program until 2025 to implement the Miami Youth Start Up Project which will provide financial education and entrepreneurial skills to twenty-five (25) at -risk and homeless youth ages 14 to 17 years old living within the City with the goal of developing their desire for innovation and financial success and ensure that youth participants become banked and utilize direct deposit; and WHEREAS, the Grant will provide the City access to participate in a learning community convened under Summer Jobs Connect by the CFE Fund and develop a plan for expanding financial education and access to banking for youth program participants; and WHEREAS, through participating in Summer Jobs Connect, the City can better leverage and take advantage of its existing financial literacy and individualized financial coaching program components currently offered to program participants; and WHEREAS, it is appropriate for the City Commission to authorize the City Manager to accept, budget, allocate, and appropriate the Grant Funds, and to negotiate and execute any and all necessary documents, including but not limited to, amendments, extensions, renewals, and modifications, all in forms acceptable to the City Attorney, for the acceptance, administration and implementation of, and compliance with all applicable laws, rules, and regulations, for said Purpose; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY MIAMI, FLORIDA: Section 1. The recitals contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized to accept the Grant from the CFE Fund to expanding and supporting up to twenty five (25) serve at -risk youth, and Miami Youth Start Up project will use this funding as an opportunity to exclusively outreach to homeless youth ages 14-17 years old, and educate them on the fundamentals of banking, financial literacy, and entrepreneurship skills to prepare them to join the "future -ready workforce. Section 3. The following new Special Revenue Project Fund is established, and resources are appropriated as described below: PROJECT TITLE: Summer Jobs Connect - Miami Youth Start Up Project RESOURCES: CFE Fund, Inc. $50,000.00 APPROPRIATIONS Summer Jobs Connect - Miami Youth Start Up Project TOTAL: $50,000.00 Section 4. The City Manager is further authorized' to negotiate and execute, in a form acceptable to the City Attorney, the Grant Agreement and any and all other documents, amendments, renewals, modifications, and extensions in order to implement and comply with said Grant from the CFE Fund for the purposes stated herein. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.'
