Development 40ternatives for
Municipal Justice Building

RECOMMENDATION:
It is respectfully requested that the Commission select its preferred
development alternative or alternatives for the Municipal Justice Building
site, 1145 N.W. llth Street and instruct the City t1anager to direct the
Planning Department to enter the corresponding land use designation on the
Future Land Use Plan of the proposed Miami Comprehensive Neighborhood Plan
1989-2000 to be addressed in public hearing on July 21, 1983, per the attached
resolution.
BACKGROUND:
On January 14,
1988
by Motion 33-96
the Corr -A ssion instructed the
Administration
to begin
steps to offer the
Municipa' Justice Building Site
located at 1145
N.W. 11
Street.
On tlarch 2, the Planning :advisory Board recommended denial of the Planning
Department's recommendation to amend the plan from Government/Institutional to
Residen*.ial/Office and to change the zoning designation from GU Government Use
to 0-I/7 Office -Institutional.
The point made by the Spring Gardens Neighborhood Association was that the
Planning Department's proposal would not allow a super market/shopping center
as a principal use on the site.
Per Motion 033-393; April 28, 1983 the Planning Department was directed to
return on June 23, 1938 with development alternatives to be utilized a) as the
basis of a plan amendment/rezoning and b) for a Request for Proposals, for the
Municipal Justice Building Site at 1145 N.W. 11 Street.
DEVELOPMENT ALTERNATIVES:
Four alternatives have been analyzed in order to present options for the most
desirable form of development for the subject property.
Alternative 1. (0-I/7) (Land Use: Office)
Their provides for an office building with a very small retail component (a
convenience store).

Alternative 2. (0-I/7) (Land Use: Office)
Offices will be 60% of the buildable square footage and a hotel will occupy
the remaining 40�. Again, a small retail component may be part of the
development.
Alternative 3. (CR-2/7) (Land Use: General Commercial)
The property may be used entirely for retail purposes. However, it is
unlikely to have more than two stories of retail, which places a limitation on
the squars footage of the -?suiting builling.
Alternativc 4. (CR -2/7) (Land Use: General Commercial)
The same Zoning classification allows for mixed uses,, which for the purpose of
analysis is presented as: 40"1 hotel; 20% retail; and 40' offices. The
connecting retail component will yield enough square footage for a supermarket
(40,000 sq. ft.); a major drugstore (15,000 sq. ft.); and several smaller
shops.
The attached table quantifies the four alternatives.

BACKGROUND On January 14, 1988, the City Commission passed

ADMINISTRATION TO BEGIN STEPS TO OFFER THE
PROPERTY LOCATED AT 1145 NW 11TH STREET AS
SURPLUS PROPERTY FOR SALE TO THE GENERAL
PUBLIC; FURTHER DIRECTING THAT THE PROPERTY
BE APPRAISED. AND FURTHER REQUESTING THE
CITY MANAGER TO COME BACK WITH HIS
RECOMMENDATION."

ANALYSTS The existing Municipal Justice Building is zoned
GU -Governmental Use. The predominant zoning of
the Medical Center/Civic Center 'is 0-I Office
Institutional which reflects the existing uses
there. Rezoning the subject site to
Office -Institutional will allow office,
institutional or residential uses which is
identical to the zoning to the north. The size
of this site will allow a transition to the
hotel and residential uses to the south of
NW 11th Street.
RECOMMENDATIONS
PLANNING DEPT. Approval.
PLANNING ADVISORY BOARD At its meeting of March 2, 1988, the Planning
Advisory Board adopted Resolution PAB 23-88,
by a 8-3 vote, recommending denial of the above
and requesting that the Chairman of the Planning
Advisory Board appear before the City Commission
to,explain PAB's position that the Planning
Qepartmerit should get together with the neighbor-
hood association and, further, that the Planning
Department should meet with the homeowners prior
to the City Commission meeting.
One reply in favor and three objections Aere
received by mail. Twenty-two opponents were
present at the meeting.
