Subject: Allocate Funds - RFP NO. 1294386 - Employee Benefit Consulting Services
Purpose of Item:
The nature of this item is to authorize a Resolution of the Miami City Commission with
attachment(s), accepting the proposal received May 9, 2022, pursuant to Request for
Proposals ("RFP") no. 1294386, from, AON Consulting Services, Inc. ("AON") for the
provision of employee benefit consulting services, for the Risk Management Department
("Risk"), for a period of three (3) years, with the option to renew for two (2) additional
one (1) year periods; allocating funds from the various sources of funds of Risk;
authorizing the City Manager to execute the negotiated Professional Services
Agreement ("PSA") in a form acceptable to the City Attorney, and to negotiate and
execute any and all documents, including any amendments, renewals, and extensions
subject to all allocations, appropriations and budgetary approvals having been
previously made, compliance with applicable provisions of the Code of the City of
Miami, Florida, as amended, ("City Code"), including, the City of Miami's Procurement
Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in
Chapter 18 of the City Code, in a form acceptable to the City Attorney, and in
compliance with all applicable laws, rules and regulations, as may be deemed
necessary for said purpose.
Background of Item:
On January 3, 2022, the Department of Procurement, on behalf of Risk, issued RFP No.
1294386 for the provision of Employee Benefit Consulting Services, to obtain proposals
from experienced and qualified firms. Eight (8) proposals were received in response to
the RFP, one (1) of which was deemed non -responsive because it did not meet the
requirements listed in the RFP. The Evaluation Committee met on October 11 and
October 19, 2022, to discuss and evaluate the proposals, and recommended that the
City enter into negotiations with AON, the highest -ranked proposer. On June 15, 2023,
a designated negotiating team successfully completed negotiations with AON. The
estimated contract amount is $885,299 over the term of the contract and all option to
renew periods.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
REJECTING ALL PROPOSALS RECEIVED MAY 9, 2022, PURSUANT TO REQUEST
FOR PROPOSALS ("RFP") NO. 1294386, FOR THE PROVISION OF EMPLOYEE
BENEFIT CONSULTING SERVICES, FOR THE CITY OF MIAMI ("CITY") RISK
MANAGEMENT DEPARTMENT ("RISK"); AUTHORIZING THE CITY MANAGER TO
PREPARE AND ISSUE A NEW RFP, WITH AN OVERALL MORE TIMELY PROCESS,
IN COMPLIANCE WITH ALL APPLICABLE LAWS, RULES, AND REGULATIONS, AS
MAY BE DEEMED NECESSARY FOR SAID PURPOSE.
WHEREAS, on January 3, 2022, the City of Miami ("City") Department of Procurement
("Procurement"), on behalf of the City's Risk Management Department ("Risk"), issued Request
for Proposals ("RFP") No. 1294386, under full and open competition, to obtain proposals from
experienced and qualified firms for the provision of Employee Benefit Consulting Services; and
WHEREAS, on May 9, 2022, eight (8) proposals were received in response to the RFP,
one of which was deemed non -responsive because it did not meet the requirements listed in the
RFP; and
WHEREAS, the overall RFP process, from the evaluations to the negotiations, took far
too long; and
WHEREAS, the Commission desires to reject all proposals and is requesting the
preparation and issuance of a new RFP, with an overall more timely process;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. All proposals received May 9, 2022, pursuant to RFP No. 1294386, for the
provision of Employee Benefit Consulting Services, for Risk, are hereby rejected.
Section 3. The City Manager is hereby authorized' to prepare and issue a new RFP,
with an overall more timely process, in compliance with all applicable laws, rules, and
regulations as may be deemed necessary for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption.
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
