Background of Item:
The Federal Emergency Management Agency, U.S. Department of Homeland Security,
Grants Program Directorate has awarded the "Assistance to Firefighters Grant Award
for Fiscal Year 2022" to the City of Miami Department of Fire -Rescue ("Fire"). This grant
will allow Fire to deliver Fire Officer Development Training to 464 department members
and to purchase the necessary supplies & materials.

A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW
SPECIAL REVENUE PROJECT TITLED "ASSISTANCE TO FIREFIGHTERS GRANT
PROGRAM FISCAL YEAR 2022" AND APPROPRIATING FUNDS FOR THE
OPERATION OF SAME CONSISTING OF A GRANT AWARDED BY THE UNITED
STATES DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY
MANAGEMENT AGENCY, GRANTS PROGRAM DIRECTORATE, IN THE AMOUNT
OF $1,152,909.09, WITH A REQUIRED MATCHING FUND FROM THE CITY OF
MIAMI ("CITY") IN AN AMOUNT NOT TO EXCEED $115,290.91, RESULTING IN AN
APPROXIMATE TOTAL FISCAL IMPACT OF $1,268,200.00, FOR THE PROVISION
OF DELIVERING FIRE OFFICER DEVELOPMENT TRAINING TO 464 MEMBERS OF
THE CITY'S DEPARTMENT OF FIRE -RESCUE AND TO PURCHASE THE
NECESSARY SUPPLIES AND MATERIALS TO CONDUCT SAID TRAINING DURING
THE PERIOD BEGINNING SEPTEMBER 22, 2023, THROUGH SEPTEMBER 21,
2025; AUTHORIZING THE DISBURSEMENT OF MATCHING FUNDS FROM
ACCOUNT NUMBERS 11000.184010.481000.0000.00000 AND
00001.980000.891000.0000.00000; FURTHER AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS,
INCLUDING AMENDMENTS, RENEWALS, AND EXTENSIONS, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE
ACCEPTANCE OF AND COMPLIANCE WITH SAID GRANT.
WHEREAS, the City of Miami ("City") has been awarded a grant in the amount of
$1,152,909.09 ("Grant") for the period beginning September 22, 2023, through September 21,
2025, from the United States Department of Homeland Security ("DHS"), Federal Emergency
Management Agency ("FEMA"), Grants Program Directorate ("GPD"); and
WHEREAS, as stipulated in the Grant, the Department of Fire -Rescue will utilize said
funds to deliver Fire Officer Development Training to 464 department members of the City's
Department of Fire -Rescue and to purchase the necessary supplies and materials to conduct
said training during the term of the Grant; and
WHEREAS, the Grant requires matching funds from the City in the amount of
$115,290.91; and
WHEREAS, it is appropriate for the City Commission to authorize the City Manager to
accept the Grant, establish a Special Revenue Account, and authorize the City Manager to
negotiate and execute any and all necessary documents, including amendments, renewals, and
extensions, all in forms acceptable to the City Attorney, in order to implement the acceptance of
and compliance with said Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept the Grant in the amount of
$1,152,909.09 from FEMA to deliver Fire Officer Development Training to 464 department
members and to purchase the necessary supplies and materials to conduct said training.
Section 3. The following new Special Revenue Project is established and resources are
appropriated as described below:

Section 4. This appropriation is contingent upon final Grant approval by FEMA, DHS,
and the City Manager's acceptance thereof.
Section 5. The City Manager is further authorized' to negotiate and execute any and all
necessary documents, including amendments, renewals, and extensions, all in forms
acceptable to the City Attorney, in order to implement the acceptance of and compliance with
the Grant.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
