The City of Miami is the owner of real property located at 970 SW 1 Street, Miami, FL, and has
received a request from the Miami -Dade County Independent Civilian Panel ("ICP") to rent471 square
feet of office space in Room 404 to conduct independent investigations and review regarding
concerns or grievances made against sworn officers of the Miami -Dade Police Department any
successor agency or any other law enforcement agency established by ICP.
Please confirm your recommendation that competitive negotiation methods and procedures are not
practicable or advantageous to the City pursuant to the Code of the City of Miami, Florida, as
amended due to the unique services and public benefit provided by the ICP in connection with their
use of the Property pursuant to the terms and conditions of the Agreement.
Considering the above, DREAM respectfully requests approval of a waiver of the formal requirements of
competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in
Section 18-85(a) of the City Code or Ordinances, as amended, the affirmation of these written findings,
and recommendation to the City Commission for ratification by a four -fifths affirmative vote.

This document serves as a Non -Binding Letter of Intent to Lease and outlines the basic
terms of a proposal with Miami -Dade County Independent Civilian Panel to lease the
subject property 970 S.W 1st Street, Suite 404, Miami, Florida 33130. For the purpose of
meeting with sworn officers and civilians to investigate complaints or grievances.

Landlord will paint the interior of the space an off-white
color. Landlord will replace ceiling tiles and resurface floor
tiles prior to tenant taking occupancy.
Should Holdover occur, Tenant is to be charged the
continued rent increases as set per R-08-0070 on each
October 1st

Utilities: The Landlord shall, at its sole cost and expense, furnish and
maintain air conditioning, electric current and dumpster for
regular office debris. Tenant must abide by the rules,
regulations, schedules, and practices of the Landlord in the
administration of these services. Tenant, at its sole cost,
shall provide cleaning services for the Area. Tenant shall pay
for all telephone services or other utility service Tenant may
require including the installation of any necessary lines and
equipment. Tenant, at its sole cost and expense, shall hire a
pest control company, as needed, to ensure that the Area
will at all times be in a clean and sanitary condition and free
from vermin.
Cancellation: Tenant or Landlord has the right to cancel the lease
agreement with Thirty (30) days written notice.
