A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO ACCEPT SUPPLEMENTAL GRANT FUNDING IN THE
AMOUNT OF $158,477.00 FROM THE DEPARTMENT OF HOMELAND
SECURITY, FEDERAL EMERGENCY MANAGEMENT AGENCY FOR THE
FISCAL YEAR 2022 READINESS COOPERATIVE AGREEMENT FOR THE
FLORIDA URBAN SEARCH AND RESCUE TASK FORCE 2 ("SUPPLEMENTAL
GRANT"); APPROPRIATING SAID SUPPLEMENTAL GRANT FUNDS TO THE
"FISCAL YEAR 2022 — DEPARTMENT OF HOMELAND SECURITY —
FEDERAL EMERGENCY MANAGEMENT AGENCY — URBAN SEARCH AND
RESCUE" SPECIAL REVENUE ACCOUNT AMOUNTING TO A NEW TOTAL
OF $1,490,627.00; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS,
INCLUDING AMENDMENTS, RENEWALS, AND EXTENSIONS, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE
ACCEPTANCE OF AND COMPLIANCE WITH SAID GRANT.
WHEREAS, the City of Miami ("City") was awarded a grant titled National Urban Search
& Rescue Response System Readiness Cooperative Agreement, Agreement Number EMW-
2022-CA-00057-S01 in the amount of $1,332,150.00 ("Grant") from the Department of
Homeland Security ("DHS"), Federal Emergency Management Agency ("FEMA"); and
WHEREAS, the City accepted the Grant pursuant to Resolution No. R-22-0458, adopted
on November 17, 2022; and
WHEREAS, on September 29, 2023, the City was notified that it was awarded additional
funding for the Grant in the amount of $158,477.00 ("Supplemental Grant") for a new total Grant
amount of $1,490,627.00; and
WHEREAS, there are no additional matching City funds required; and
WHEREAS, pursuant to terms and requirements of the Grant, the funds will be used by
the Department of Fire -Rescue ("Fire -Rescue") for the continuation of equipment
recapitalization; and
WHEREAS, it is appropriate for the City Commission to authorize the City Manager to
accept the Supplemental Grant, appropriate the funds of the Supplemental Grant to the existing
special revenue account titled "Fiscal Year 2022 — Department of Homeland Security — FEMA —
USAR Cooperative Agreement" and authorize the City Manager to negotiate and execute any
and all necessary documents, including amendments, renewals, and extensions, all in forms
acceptable to the City Attorney, in order to implement acceptance of and compliance with said
Supplemental Grant;

APPROPRIATIONS:
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept the Supplemental Grant in the
amount of $158,477.00 from FEMA.
Section 3. The following resources are appropriated as described below:
FUND TITLE: Fiscal Year 2022 — Department of Homeland Security —
FEMA — USAR Cooperative Agreement
RESOURCES: FEMA Award (Accepted in R-22-0458) $1,332,150.00
FEMA Supplemental Award $ 158,477.00
$1,490,627.00
Section 4. The City Manager is further authorized1 to negotiate and execute any and all
necessary documents, including amendments, renewals, and extensions, all in forms
acceptable to the City Attorney, in order to implement the acceptance of and compliance with
the Supplemental Grant.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
APPROVED AS TO FORM AND CORRECTNESS:
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
