Harmful silt, toxins, and poffutants runoff into the Bay through stormwater. SwaLes are important for
stormwater management, yet so many of our swaLes are unpLanted and eroded. Current city code affows
for and encourages the planting of herbaceous plants and forbs in rights -of -way — even requires that 30%
must be native. So what are we waiting on? Let's get our swaLes planted with native plants, which is a
simple, affordable green infrastructure strategy that can help save our Bay. RE.11 in its current form
misuses Chapter 17 of current code, which is for the Planting of Trees, Shrubs, and WOODY Plants. There
is a difference between woody plants and herbaceous plants. The current existing code already affows for
the planting of herbaceous plants and forbs. The current code requires a minimum of 30% of native plants
in rights -of -ways.
I am writing to urge you to protect Mangrove Island Located in Biscayne Bay off Morningside Park because
it is a confirmed Brown Pelican nesting rookery. Despite Florida Fish and WifdLife posting educational
signage to inform the public of the rookery's presence, boats and other recreational watercraft continue to
speed very dose to the rookery and anchor next to it to fish. Such actions are highly disruptive to the
nesting birds, and can cause nest abandonment. Most alarming, 5 Brown Pelicans and 1 Magnificent
Frigatebird were recently found there dead hanging from mangrove trees, entangled in monofifament
fishing Line with hooks still attached! To put an end to such brutal deaths, I urge City of Miami
Commissioners to designate a "Non -Motorized Vessel Zone" around the nesting rookery to prevent
detrimental human disturbances and nest abandonment. I also urge you to designate an "Idle Speed No
Wake" zone on the I ntracoastaL Channel adjacent to the rookery. Marine Patrols should also be increased
in this area to enforce both designations. This wilt ensure protections for the rookery, manatees, all other
wildlife and for humans who recreate here, including kayakers, paddle boarders and swimmers.

Land I can't believe there is a hearing to consider changing the future and use designation of the Allen Morris
Use Parks from "Public Parks to "Restricted Commercial" You want to take away the very few areas of green
- 20 space we have in Brickell to bring more commercial venues. We have had empty commercial space in our
and building for years so why do you want to bring extra commercial activity instead of green areas. We don't

Rez We specifically bought our home in BrickeLt Flatiron versus many other alternatives because of the park
onin across the street (Allen Morris) and green space around our Lobby entrance. It would be a tragedy to allow
g - any development on this MUCH needed green space. As much as I enjoy Living in BrickeLt, it severely
20 Lacks parks and green space. I see people using the park every day, all day. Families having fun, people
and reading, eating Lunch etc. If the park is not preserved, we wilt Likely sett and move. But it is most important
