The Application seeks to rezone the Subject Property from "T3-R" Sub -Urban Transect - Restricted to "CS"
Civic Space pursuant to the Miami 21 Zoning Code (Ordinance 13114), Section 7.1.2.8(c). There is a
corresponding application to amend the Future Land Use Map (FLUM) of the Miami Comprehensive
Neighborhood Plan (MCNP) from "Single Family Residential" to "Public Parks and Recreation." The
companion FLUM is under ePlan ID PZ-23-16142. The purpose of this request is to provide additional
space to Fairlawn Community Park - Passive Park for the community that was approved in 2022 under PZ-
21-11449 and PZ-21-11843, creating additional green space to improve quality of life and general health,
being this application the Phase II. The Zoning change will allow the City to extend the Fairlawn Community
Park, already approved, and increase accessibility to quality open space to enhance the lives of citizens
while supporting overall ecology of the surrounding environment.
I. Subject Property
The Subject Property is located in the Fairlawn neighborhood, largely surrounded by single family
development, with notable multifamily development to the south and the already 4 rezoned

south of SW 6 ST, north on the block of intersection of SW 63 AVE and SW 8 ST.

II. Comprehensive Plan
In order to develop the properties into a public park, the zoning designation needs to be changed
to Civic Space, but in order to allow that, the future Land Use designation on the Future Land Use
Map (FLUM) needs to be changed through a Comprehensive Plan Amendment from "Single Family
Residential" to "Public Parks and Recreation." Future Land Use Policy LU-1.6.8 of the MCNP
states:
"The City's land development regulations and policies will encourage and/or require, as set
forth in the Parks, Recreation and Open Space element of this plan the provision of open
space in development projects in both residential and commercial areas."
By changing the FLUM designation, the City will rezone the property to Civic Space under Miami
21 to provide additional beautiful, green, open space for recreation accessible to the surrounding
residential neighborhood. Furthermore, Parks, Recreation and Open Space policy PR-1.1.2 states:
1eThe City will focus on park land acquisition according to the following four equal priorities
that emerged from community preferences during the 2007 Parks Master Plan process
land with water views and/or water access; land for "walk -to" parks, including neighborhood
parks, in underserved areas of the City identified in Citywide and NET -area maps in the
2007 Parks Master Plan and any subsequent updates to these maps; land to expand
destination and community parks; land for expansion or creation of linear park segments.
Information on target priorities and target areas for new parks will be disseminated to all
relevant City departments to enhance the potential for parkland acquisition in conjunction
with infrastructure and other projects. Ideally, new parks should be at least one-half acre
in size, but smaller areas may be suitable, depending on the surroundings and proposed
uses."
The Comprehensive Plan Amendment from "Single Family Residential" to "Public Parks and
Recreation" will allow the City to further the goal of providing high -quality green and open space to
every resident, particularly this neighborhood, which is underserved by parks.
Miami 21
The current zoning of the properties is "T3-R", which allows only single-family residential dwelling
units and limited Education and Civic uses. To develop the Subject Property and expand Fairlawn
Community Park including a usable, comfortable public exercise space, the Miami 21 Zoning
Transect needs to be changed to "CS." The addition to Fairlawn Community Park would be
developed in such a way that is compatible with the surrounding neighborhood and is sensitive to
the needs and nature of the residents living around the park. Also, this addition will meet the criteria
in Article 7, section 7.1.2.8(f) of Miami 21 since the change may be made only to the next intensity
Transect Zone or by a Special Area Plan, and in a manner, which maintains the goals of the Miami
21 Code to preserve the neighborhood and to provide transitions in intensity and Building Height.
IV. Surrounding Context
The surrounding neighborhood consists almost entirely of single-family residences, multifamily
buildings and some commercial areas, with the Fairlawn Elementary School and some college
institutions within the immediate vicinity. Within a 10-minute, barrier -free walk, there are two
existing neighborhood parks, West -End Park (City of Miami Municipal Park) and Garden Club Park
(located on The City of Coral Gables limits). While the single-family homes will benefit, the nearby
multifamily developments will greatly benefit from a convenient, (`walk -to" park and exercise open
space. Additionally, Sylvania Heights Elementary School and Lincoln -Marti Schools are within the
catchment of the proposed park, which includes parts of the City of Coral Gables jurisdiction.

Section 2. The City Manager is authorized' to negotiate and execute the Agreement
between the City and the Seller for the acquisition of the Property for the Purchase Price, in a
form acceptable to the City Attorney.

necessary documents, including amendments and modifications to the Agreement, all in forms
acceptable to the City Attorney, as may be necessary to effectuate the acquisition of the
Property.
Section 4. Funding for the acquisition of the Property is allocated in an amount not to
exceed Five Hundred Forty -Five Thousand Dollars ($545,000.00) from Project No. 40-B213414,
District 4 Park and Affordable Housing Land Acquisition, to cover all costs of the acquisition of
the Property, inclusive of the cost of survey, environmental reports, title insurance, attorneys'
fees, demolition, securing the property, project signage, and all closing costs associated with
the acquisition.
