At its October 12, 2023, meeting, the City Commission adopted the above referenced
agenda item, PH.1, ratifying, approving, and authorizing an amendment to the Senior Rental
Assistance Program to increase assistance to eligible low income seniors who are unable to
absorb dramatic rent increases.
An amendment to the item was made on the floor allowing for an allocation of ten
percent (10%) of the program funds to be used for the administration of the program.
Furthermore, the policies of the program were also amended to eliminate the bank statement
verification requirement, as well as removing the funding priorities from the program. The item
was inadvertently finalized without the modifications for program administration funds, and
without the updates to the program referenced in Exhibit "A." The Legislation has been
corrected and incremented to Revision "B."

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AMENDING THE SENIOR RENTAL ASSISTANCE PROGRAM POLICIES AND
GUIDELINES ADOPTED ON DECEMBER 12, 2019 PURSUANT TO RESOLUTION
NO. R-19-0516, AS SPECIFIED IN EXHIBIT "A," ATTACHED AND INCORPORATED,
TO INCREASE ASSISTANCE TO ELIGIBLE LOW INCOME SENIORS WHO ARE
UNABLE TO ABSORB DRAMATIC RENT INCREASES; FURTHER AUTHORIZING
THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID
PURPOSE.
WHEREAS, on December 12, 2019, pursuant to Resolution No. R-19-0516, the City
Commission approved the creation of the permanent Senior Rental Assistance Program
("Program"), utilizing the funds generated and budgeted each year from the Historic
Preservation Schedules of Fees; and
WHEREAS, the goal of the Program is to alleviate the burden caused by rent increases
for the City of Miami's ("City") senior residents who are on a fixed income and find it difficult to
afford rising rent; and
WHEREAS, current Program recipients are spending more than thirty percent (30%)
above their income for housing, making the current $100.00 benefit provided insubstantial to
assist senior residents; and
WHEREAS, the City Administration recommends approving an amendment to the
established Program policies and guidelines as specified in Exhibit "A," attached and
incorporated, authorizing the increase of benefits from $100.00 to $500.00 per month to eligible
senior residents who are paying more than half of their income toward rent;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The amendment to the Program's policies and guidelines, as specified in
Exhibit "A," attached and incorporated, authorizing the increase of benefits from $100.00 to
$500.00 per month to eligible senior residents who are paying more than half of their -income
toward rent, is authorized.' . -.
Section 3. The City Manager is authorized' to execute any and all necessary
documents, in a form acceptable to the City Attorney, for said purpose.
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
Section 4. This Resolution shall become effective
