District Impacted: All
Type: Resolution
Subject: Approve Amendment - Senior Rental Assistance Program
Purpose of Item:
AUTHORIZING THE CITY MANAGER APPROVING AN AMENDMENT TO THE
ESTABLISHED PROGRAM POLICIES AND GUIDELINES TO THE SENIOR RENTAL
ASSISTANCE PROGRAM, AS SPECIFIED IN ATTACHMENT "A", ATTACHED AND
INCORPORATED, TO CONTINUE TO PROVIDE ASSISTANCE TO ELEGIBLE LOW
INCOME SENIORS WHO ARE UNABLE TO ABSORD DRAMATIC RENT
INCREASES; FUTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE ANY AND ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, TO APPROVE THE AMENDMENT.
Background of Item:
On December 12, 2019, pursuant to Resolution No. 19-0516, the City Commission
approved the creation of the permanent Senior Rental Assistance program, utilizing the
funds generated and budgeted each year from the Historic Preservation Schedules of
Fees.
The goal of the program is to alleviate the burden caused by rent increases for the City
of Miami's ("City") senior residents who are on a fixed income, finding it difficult to afford
rising rent.
The population of current applicants shows that the average senior citizen is spending
more than $350 above 30% of their income in housing, therefore the current $100
maximum per month being provided has done very little to assist the average senior
citizen.
A summary of the amended Senior Rental Assistance Program's Policies and
Guidelines is attached and incorporated as Attachment "A".
There is the need to expand the applicant pool so more seniors can be assisted.
The City Administration recommends approving an amendment to the established
program policies and guidelines to the Senior Rental Assistance Program as specified
in Attachment "A", attached, and incorporated, authorizing the increase of benefits from
$100.00 to $500.00 per month to eligible senior's residents who paying more than half
of their income toward rent; and to solicit new applications to expand the applicant pool.
