AN ORDINANCE OF THE MIAMI CITY COMMISSION RESCINDING
RESOLUTION NO. 3367 ADOPTED JANUARY 31, 1927, NAMING THE
PUBLIC PARK LOCATED AT SOUTH MIAMI AVENUE AND FIFTEENTH ROAD
AS "SIMPSON PARK" AND REPLACING IN LIEU THEREOF, WITH AN
ORDINANCE NAMING THE PARCELS OF LAND CONSISTING OF
APPROXIMATELY 363,141 SQUARE FEET LOCATED AT 85 AND 55
SOUTHWEST 17 ROAD, MIAMI, FLORIDA, FOLIO NOS. 01-4139-011-0010
AND 01-4139-059-0020 RESPECTIVELY, AND OTHER CONTIGUOUS
PARCELS THAT MAY BE ADDED IN THE FUTURE AS "SIMPSON ROCKLAND
HAMMOCK PRESERVE PARK"; AMENDING CHAPTER 38/ARTICLE I OF THE
CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, TITLED "PARKS
AND RECREATION/IN GENERAL", BY CREATING SECTION 38-35, TITLED
"NAMING OF SIMPSON ROCKLAND HAMMOCK PRESERVE PARK";
FURTHER DIRECTING THE CITY MANAGER TO TAKE ANY AND ALL
ACTIONS NECESSARY TO EFFECTUATE THE NAMING OF THE PARK;
CONTAINING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN
IMMEDIATE EFFECTIVE DATE.

WHEREAS, the City of Miami ("City") owns parcels of land consisting of approximately
363,141 square feet located at 85 and 55 Southwest 17 Road, Miami, Florida, Folio Nos. 01-
4139-011-0010 and 01-4139-059-0020 respectively ("Property"); and
WHEREAS, the City Commission adopted Resolution No. 3367 on January 31, 1927,
naming the Property "Simpson Park"; and
WHEREAS, the Property holds various local, state, and national designations as a
preserve, including the Natural Forest Community ("NFC") status protecting rare upland
communities in Miami -Dade County; and
WHEREAS, the Property is recognized by the Florida Conservation Lands Florida
Natural Areas Inventory ("FNAI") as a Florida Conservation Land, encompassing diverse
biological resources; and
WHEREAS, the Property holds the highest designation of an Old Growth Forest
Network, which is given only to the oldest known forests in the county, the Property being one of
only three in Miami -Dade County and nine statewide; and
WHEREAS, the City declared the Property a Historic and Environmental Preservation
Site on June 2, 2014, showcasing its citywide significance; and

WHEREAS, the City desires to rename the Property to "Simpson Rockland Hammock
Preserve Park" to indicate the fundamental use of the park and to distinguish it as a
preservation site; and
WHEREAS, the new Property name will still pay homage to Charles Torrey Simpson, the
author and naturalist that purchased the Property from Mary Brickell and dedicated it for
preservation, however, it will also signify its importance as a Rockland Hammock Preserve; and
WHEREAS, the name change underscores the City's ongoing commitment to
preservation, protections, and stewardship of our natural resources, highlighting its unique and
delicate environmental heritage; and
WHEREAS, the City Commission has determined that it is appropriate for the Property
to be renamed "Simpson Rockland Hammock Preserve Park";
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Resolution No. 3367, adopted on January 31, 1927, naming the public park
located at South Miami Avenue and Fifteenth Road as "Simpson Park" is hereby rescinded.
Section 3. Chapter 38/Article I of the Code of the City of Miami, Florida, as amended, is
further amended as follows:1
"CHAPTER 38
PARKS AND RECREATION
ARTICLE I. IN GENERAL
Sec. 38-35. Naming of Simpson Rockland Hammock Preserve Park.
a. The parcels of land consisting of approximately 363,141 square feet located at 85 and
55 Southwest 17 Road, Miami, Florida, and other contiguous parcels that may be added
in the future shall be named "Simpson Park Rockland Hammock Preserve."

Section 4. The City Manager is directed to take any and all actions necessary to
effectuate the renaming of the Park.

Section 5. If any section, part of a section, paragraph, clause, phrase, or word of this
Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected.
Section 6. This Ordinance shall become effective immediately after final reading and
signature of the Mayor.2

2 This Ordinance shall become effective as specified herein unless vetoed by the Mayor within ten (10)
days from the date it was passed and adopted. If the Mayor vetoes this Ordinance, it shall become
effective immediately upon override of the veto by the City Commission or upon the effective date stated
herein, whichever is later.
