HomeMy WebLinkAboutAgenda Item Summary FormAGENDA ITEM SUMMARY FORM File ID: #14392 Date: 07/27/2023 Commission Meeting Date: 09/14/2023 Requesting Department: Department of Human Services Sponsored By: District Impacted: All Type: Resolution Subject: Special Revenue Project - Miami Homeless Assistance Program Purpose of Item: It is respectfully recommended that the Honorable Mayor and City Commission adopt the attached resolution to create a Special Revenue Project to accept the Miami Homeless Assistance Program (MHAP)-CE Consolidation -FY 2022 (2023-2024) Grant, awarded to the City of Miami's Human Services - Homeless Assistance Programs in the amount of $672,769 per twelve months from contract execution between The United States Department of Housing and Urban Development (HUD), through the Miami Dade Homeless Trust and the City of Miami to provide outreach, information, referral, assessment and placement services to homeless individuals in Miami Dade county. Background of Item: The Miami Dade County Homeless Trust funded through HUD's McKinney Homeless Assistance Act, renewed this contract with the City of Miami for the provision of outreach, assessment and placements of homeless individuals and families in Miami Dade County, thereby decreasing the need for homeless individuals to travel to the City of Miami services. Miami is the epicenter of homelessness in Miami -Dade County in part because of the concentration of services and the knowledge amongst homeless individuals of the excellence of services in housing placement and supportive service provision. This contract requires a match of no less than 25% which is provided by Memorandum of Agreement Grant on the amount of $ 323,297.00. WHEREAS, the United States Department of Housing and Urban Development ("HUD"), through the Miami -Dade County Homeless Trust ("Trust"), has awarded the City of Miami's ("City") Homeless Assistance Program ("Program") a grant award in the amount of six hundred seventy-two thousand, seven hundred sixty-nine dollars ($672,769.00) ("Grant"), for a twelve - month period, to be utilized by the City to continue providing outreach, assessment, and placement services to individuals and families experiencing homelessness in Miami -Dade County ("County"); and WHEREAS, the Trust has awarded the Program a similar grant for twelve (12) consecutive years and the Program's current request for multiyear renewals with two (2) additional twelve (12) month periods of the award will expedite execution and acceptance of subsequent awards as the Trust's fiscal year differs from the City's fiscal year; and WHEREAS, the Grant funds will be used to accommodate and decrease the need for homeless individuals to travel to the City for services by providing funding for programs at individual's specific locations; and WHEREAS, the required City match funds, in the amount of three hundred twenty-three thousand, two hundred ninety-seven dollars ($323,297.00), have been identified in the "Memorandum of Agreement Grant" from various account numbers; and WHEREAS, it is appropriate for the for the City Manager to accept the Grant, establish a new special revenue project for the appropriation of the Grant and to negotiate and execute an Agreement, in a form acceptable to the City Attorney, for a twelve (12) month period with the option to renew and extend for two (2) additional twelve (12) month periods for the implementation of the Grant, subject to the Trust's future allocation of Grant funds and the City's availability and appropriation of matching funds and budgetary approval at the time of need; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to accept and appropriate funds in an amount not to exceed six hundred seventy-two thousand seven hundred sixty-nine dollars ($672,769.00) along with a City match in the amount of three hundred twenty three thousand two hundred ninety seven dollars ($323,297.00) to continue providing outreach, information, referral, assessment, and placement services to homeless individuals and families in the County. Section 3. The following new Special Revenue Project is established, and resources are appropriated as described below: PROJECT TITLE: 2023-24 Miami Homeless Assistance Program - CE Consolidation Program RESOURCES: United States Department of Housing and Urban Development Grant through Miami -Dade County Homeless Trust $672,769.00 Memorandum of Agreement Grant Various Applicable City Accounts $323,297.00 APPROPRIATIONS: City Homeless Assistance Program for outreach information, referral, assessment, and placement services to homeless individuals. $996,066.00 Section 4. The City Manager is further authorized' to negotiate and execute an agreement, and any and all other related documents, extensions, and renewals, all in forms acceptable to the City Attorney, in order to implement the acceptance of said Grant for a twelve (12) month period with the option to renew for two (2) additional twelve (12) month periods, subject to the Trust's future allocation of Grant funds and the City's availability and appropriation of matching funds and budgetary approval at the time of need. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor2 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
