HomeMy WebLinkAboutR-23-0384City of Miami Resolution R-23-0384 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 14375 Final Action Date: 9/14/2023 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF UNDERSTANDING, IN SUBSTANTIALLY THE ATTACHED FORM, WITH MIAMI-DADE COUNTY ("COUNTY") BY AND THROUGH THE MIAMI-DADE POLICE DEPARTMENT ("MDPD"), FOR THE PROVISION OF FORENSIC SERVICES TO THE CITY OF MIAMI'S ("CITY") POLICE DEPARTMENT ("MPD") BY FUNDING ONE CRIMINALIST 1 POSITION IN MDPD'S CRIME LABORATORY TO PROVIDE FORENSIC SERVICES, ON A MONTHLY REIMBURSABLE BASIS, AT A SALARY RANGE BETWEEN $53,436.54 TO $93,966.74 ANNUALLY, EQUIVALENT TO A CITY FORENSIC CRIME ANALYST SALARY RANGE BETWEEN $52,163.70 TO $98,362.58; APPROPRIATING FUNDS FROM POLICE GENERAL FUND ACCOUNT NUMBER 00001.191001.512000.0.0 FOR SAID PURPOSE; FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE OR OTHER DESIGNEE TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, the Miami -Dade Police Department's ("MDPD") Forensic Services Division ("FSD") Crime Laboratory provides forensic services to all local law enforcement agencies within the jurisdictional limits of Miami -Dade County as well as state and federal agencies upon request; and WHEREAS, the City of Miami's ("City") Police Department ("MPD") submits a significant number of cases to MDPD's Crime Laboratory for forensic analysis in criminal investigations and prosecutions; and WHEREAS, the application of forensic services has expanded and more items per case are submitted for analysis to MDPD's Crime Laboratory by all law enforcement agencies; and WHEREAS, to expedite the processing of evidence submitted by MPD, it is in the best interest of the City to fund the salary, benefits and all related expenses of one MDPD Criminalist 1 position, on a monthly reimbursement basis, for the provision of forensic services on MPD cases submitted to the FSD Crime Laboratory for analysis; and WHEREAS, the funding required to employ a MDPD Criminalist 1 anticipates a salary range between $53,436.54 and $93,966.74 annually, equivalent to a City Forensic Crime Analyst position which has a salary range between $52,163.70 and $98,362.58; and WHEREAS, funds to reimburse MDPD have been identified in MPD's budget with appropriations from Police General Fund Account Number 00001.191001.512000.0.0; City of Miami Page 1 of 2 File ID: 14375 (Revision: A) Printed On: 7/11/2025 File ID: 14375 Enactment Number: R-23-0384 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to execute a Memorandum of Understanding, in substantially the attached form, with Miami -Dade County, by and through MDPD, for the provision of forensic services by funding one MDPD Criminalist 1 position on a monthly reimbursable basis, at a salary range between $53,436.54 to $93,966.74 and appropriating funds from Police General Fund Account Number 00001.191001.512000.0.0. Section 3. The City Manager is further authorized' to designate the Chief of Police or other designee to negotiate and execute any and all other necessary documents, all in forms acceptable to the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption.
