Subject: Master Plan - Southwest Streetscape
Purpose of Item:
Recommending adoption of the Southwest Streetscape Master Plan, which overall goal
is to develop a blueprint for the City's use as a tool for implementing greater resiliency
within the street conditions of the project area.
Background of Item:
In the Recommendation of Award dated December 5, 2017, the former City Manager
approved the award of a Contract to Curtis & Rogers Design Studio, Inc. (Curtis &
Rogers), for Request for Qualifications (RFQ) No. 16-17-006, Southwest (SW)
Streetscape and Street Tree Master Plan Services (the "Project"). To develop a
blueprint for the City's use in the implementation of a cohesive and meaningful vision to
restore and enhance the Urban Tree Forest (tree canopy) within the Southwest portion
of the City of Miami. Project will also recognize the interconnectedness of natural
resources and greening projects, as well as focus on sustainable features. An
evaluation of existing traffic and parking conditions and impacts on future residents will
also be provided.
The area identified consists of approximately 6.7 square miles and is one of the City's
most densely populated regions with the greatest tree canopy deficiency. The limits of
the project extend to the north to SW 1st Street, to the South US 1, to the West to SW
37th Avenue (Douglas Road) and to the East to 1-95. This area includes the following
neighborhoods: Auburndale, La Pastorita, Parkdale North, Parkdale South, Coral Gate,
Shenandoah North, Shenandoah South, Silver Bluff, Citrus Grove, the Latin Quarter,
East Little Havana, The Roads, and Douglas Park.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING AND APPROVING THE SOUTHWEST STREETSCAPE AND STREET
TREE MASTER PLAN PREPARED BY CURTIS & ROGERS, INC., VOLUME 1: SITE
ANALYSIS AND ASSESSMENT ATTACHED AND INCORPORATED AS EXHIBIT "A"
("VOLUME 1"); AND VOLUME 2: MASTER PLAN REPORT, ATTACHED AND
INCORPORATED AS EXHIBIT "B" ("VOLUME 2"); MAKING FINDINGS; CONTAINING
A SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, pursuant to Section 18-86 of the Code of the City of Miami, Florida, as
amended ("City Code"), and Request for Qualifications ("RFQ") No. 16-17-006, the City
Manager executed a Professional Services Agreement ("Agreement") with Curtis & Rogers
Design Studio, Inc., a Florida for profit corporation ("Curtis & Rogers"), as authorized by
Resolution No. 18-0486, for the provision of Southwest Streetscape and Street Tree Master
Plan Services for the existing contract capacity of Six Hundred Ten Thousand Two Hundred
Forty Seven Dollars and Seventy Seven Cents ($610,247.77); and
WHEREAS, the Southwest Streetscape and Street Tree Master Plan ("Plan") will
establish a set of guidelines for right-of-way improvements that will result in strengthening a
sense of place, creating an elevated public landscape experience, building the neighborhood's
resilience to the impact of climate change, promoting green infrastructure, and improving
pedestrian experiences; and
WHEREAS, the City Commission, after careful consideration of this matter, deems it
advisable and in the best interest of the general welfare of the City to approve or deny the
adoption of the plan attached hereto, in a form acceptable to the City Attorney, as hereinafter set
forth;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission hereby accepts the Southwest Streetscape and Street
Tree Master Plan prepared by Curtis & Rogers, Inc., Volume 1: Site Analysis and Assessment
attached and incorporated as Exhibit "A" ("Volume 1"); and Volume 2: Master Plan Report,
attached and incorporated as Exhibit "B" ("Volume 2").
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.
1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
