A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AMENDING THE CITY OF MIAMI'S DEPARTMENT OF HOUSING AND
COMMUNITY DEVELOPMENT'S SINGLE FAMILY REHABILITATION
PROGRAM AND SINGLE FAMILY REPLACEMENT HOUSING PROGRAM
(COLLECTIVELY "PROGRAMS") POLICIES IN ORDER TO INCREASE THE
MAXIMUM AMOUNT OF SUBSIDY FOR THE PROGRAMS, AS MORE
PARTICULARLY DESCRIBED IN EXHIBIT "A," ATTACHED AND
INCORPORATED, BY USING COMMUNITY DEVELOPMENT BLOCK GRANT
("CDBG") FUNDS AS WELL AS STATE HOUSING INITIATIVE PROGRAM
("SHIP") FUNDS; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.

WHEREAS, the Single Family Rehabilitation Program ("Rehab Program"), and the
Single Family Replacement Program ("Replacement Program"), is designated to provide
funding for low income homeowners to rehabilitate or replace their occupied properties so
residents can achieve decent, safe, and sanitary conditions; and
WHEREAS, according to the National Association of Home Builders ("NAHB"),
construction costs in South Florida have increased between twenty-five percent (25%) to thirty
percent (30%) during the last two (2) years, with additional increases projected for the
foreseeable future; and
WHEREAS, cost escalation in the Greater Miami area is higher than in other parts of the
country, making it much more difficult to assist low income homeowners within the current
maximum program limits; and
WHEREAS, the increase to the maximum amount of subsidies available for low income
homeowners, will be allocated from Community Development Block Grant ("CDBG") funds,
and/or State Housing Initiative Program ("SHIP") funds; and
WHEREAS, the City of Miami's ("City") Administration recommends amending the City's
Department of Housing and Community Development's Housing Program Policies increasing
the maximum subsidy for the Rehab Program and the Replacement Program, by using CDBG
funds and SHIP funds, as described in Exhibit "A," attached and incorporated;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.

Section 2. The amendment of the City's Department of Housing and Community
Development's Housing Program Policies, as described in Exhibit "A," attached and
incorporated, in order to increase the maximum amount of benefits, by using CDBG funds, as
well as SHIP funds, is authorized.'
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, in a form acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption.
