Purpose of Item:
Resolution to establish a Special Revenue Project entitled "Nicole CAT-B Protective
Measures" consisting of a grant from the United States Department of Homeland
Security's ("DHS") Federal Emergency Management Agency ("FEMA") passed through
the State of Florida's Division of Emergency Management ("Division") to the City of
Miami ("Sub —Recipient") for the reimbursement of expenses attributable to Hurricane
Nicole. Said grant funds shall be placed in Accounts 80002.181000.431000.0000.00000
(Federal Funds) and 80002.181000.434000.0000.00000 (State Funds), under Project
18-800068.
Background of Item:
This grant agreement is entered into by the State of Florida, Division of Emergency
Management, ("Division"), serving as the pass -through entity for the federal award, and
the City of Miami ("Sub -Recipient"), serving as the sub -recipient of said award, and
allows FEMA to reimburse the Sub -Recipient for expenses related to Hurricane Nicole.

A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING A FEDERALLY -
FUNDED SUB -AWARD AND GRANT ("GRANT") FROM THE UNITED STATES
DEPARTMENT OF HOMELAND SECURITY'S FEDERAL EMERGENCY
MANAGEMENT AGENCY PASSED THROUGH THE STATE OF FLORIDA'S DIVISION
OF EMERGENCY MANAGEMENT TO THE CITY OF MIAMI ("CITY") FOR THE
REIMBURSEMENT OF EXPENSES ATTRIBUTABLE TO HURRICANE NICOLE;
ESTABLISHING A NEW SPECIAL REVENUE PROJECT, TITLED "NICOLE CAT-B
PROTECTIVE MEASURES," CONSISTING OF SAID GRANT; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A GRANT
AGREEMENT, INCLUDING ANY AND ALL NECESSARY DOCUMENTS,
AMENDMENTS, RENEWALS, AND EXTENSIONS, ALL IN FORMS ACCEPTABLE TO
THE CITY ATTORNEY, FOR THE ACCEPTANCE AND ADMINISTRATION OF THE
GRANT AND COMPLIANCE WITH THE TERMS AND CONDITIONS THEREOF.
WHEREAS, the State of Florida's Division of Emergency Management ("Division")
serves as a pass -through entity for the United States Department of Homeland Security's
("DHS") Federal Emergency Management Agency ("FEMA") for the issuance of a federally
funded sub -award and grant award ("Grant") for expenses attributable to Hurricane Nicole
("Purpose"); and
WHEREAS, the City of Miami ("City") is requesting reimbursable expenses in the
amount of Sixty Four Thousand Nine Hundred Fifty Three Dollars and Eight Cents ($64,953.08)
for the Purpose stated herein; and
WHEREAS, funds from the Grant shall be used to establish a new Special Revenue
Project for the stated Purpose and placed in Account Nos. 80002.181000.431000.0000.00000
(Federal Funds) and 80002.181000.434000.0000.00000 (State Funds) under Project No. 18-
800068; and
WHEREAS, it is appropriate for the City Commission to authorize the City Manager to
accept the Grant, establish a Special Revenue Project, and to negotiate and execute a grant
agreement, including any and all necessary documents, amendments, renewals, and
extensions, all in forms acceptable to the City Attorney, for the acceptance and administration of
the funds and compliance with the terms and conditions thereof;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized' to accept the Grant for the Purpose
stated herein.
Section 3. The following new Special Revenue Project is established and resources are
allocated and appropriated as described below:
FUND TITLE: Nicole CAT-B Protective Measures
RESOURCES: DHS FEMA through the Division $64,953.08
APPROPRIATIONS: $64,953.08
Section 4. The City Manager is further authorized to negotiate and execute a grant
agreement, including any and all necessary documents, amendments, renewals, and
extensions, all in forms acceptable to the City Attorney, for the acceptance and administration of
the Grant and compliance with the terms and conditions thereof.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
