BACKGROUND The City of Miami ("City") created the Miami For Everyone ("MFE") Program to assist communities facing the long-term complications resulting from declared emergencies and to address the specific needs of the most vulnerable residents and businesses, through a strategy of focusing the provision of support towards priority areas of need that will further stabilize economic conditions within City Districts EDIFY -A -CHILD, INC is a not -for -profit organization that focuses on assisting at -risk, disenfranchised children and young adults in the community. The organization?s mission is to foster personal growth of young residents and the entrepreneurial spirit of the Hispanic and minority community through the development of skills, education, health care and nutritional support (Sunbix.org, attached as Exhibit "A"). The organization proposes to offer their "EDIFY -A -CHILD NEXT STEP PROGRAM", which will provide qualifying City residents with: programs that will provide employment skill development services to young adult minorities and the disenfranchised to enter into the tech and digital media sectors, mental health and mentoring programs for at -risk youth, educational and tutoring programs for minority youth, nutritional and food assistance drives for eligible families, a weekly music and art program for youth, and a mobile dental health and wellness program for children and young adults ("Program"). The organization has submitted a completed MFE Application to the Office of Management and Budget along with statement of need, proposed budget, scope of services, and a letter further clarifying their program goals (attached as Exhibit "B"). EDIFY -A -CHILD has requested MFE funds in the amount of Seven -Hundred Fifty Thousand Dollars ($750,000). The funds will be used to offer the program detailed above. The organization has further stated that they will work with public and private sector partners in implementing said programs. RECOMMENDATION The City?s District 1 Commissioner ("Commissioner") has reviewed the MFE Application attached and wishes to provide grant funds from the Commissioner?s share of MFE funding in an amount not to exceed Seven -Hundred Fifty Thousand Dollars in a lump -sum basis to EDIFY -A -CHILD, INC. In light of the above stated, approval, of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a fourth -fifths vote is respectfully requested. Edify A Child, is its own non -for -profit corporation that focuses on the children and young adults of our community and when we use the word young adults it refers to the individual under the age of 18 years. The programs are especially designed and focus on this age group. Since you may be aware that when working with children and young adults the family nucleus is a very important factor of their mental health and family participation is always encouraged since their child's nutritional, educational and mental well-being is a major part of their development. We would also like to clarify that when we refer to adults in our application it is focused on the parents, legal guardians, or members of their family nucleus since in some instances the adults in the home are the root of the cause to the child's mental health and success in our program. All of the program objectives are to establish a solid link with the at risk youth in our community and provided Employment Skill Development for the young adults that will enter the work force, Mental Health Programs for the at risk youth, Mentoring Programs to establish good role models, Educational and tutoring programs, Nutritional and Food Assistance Program for the family since a child should not go hunger, Dental Health and Wellness Programs for the children and young Adults in our community and especial Family Unity Development Programs since studies have found that maintaining the family structure and nucleus is an important factor of the child's mental health development.
