BACKGROUND
Due to the continuous decrease of available affordable housing in the City of Miami in the last few
years, the City Commission will review for approval on July 13, 2023 the transfer, with restrictions
and automatic reverter provisions, the city -owned parcel of land located at 1119 NW 62 Street,
Miami, Florida, as more particularly described in Attachment "A," attached and incorporated,
("Parcel"), to Yaeger Plaza Partners, LLC. ("Developer"), for the development of
affordable/workforce rental housing project.
The proposed development of the parcel will provide 135 units for individuals and families with
50%, 60%, 80%, 140% of Annual Medium Income (AMI) and Market units. It will consist of studios,
1-and 2-bedroom units, It will also have ground floor retail space. Yaeger Plaza will also house the
Yaeger's Clinic which will provide affordable primary health care for low to moderate income
persons.
The development will provide mixed -income units on dedicated floors. Residents will enjoy an
upscale atmosphere and benefit from medical and social services provided in the Plaza.
The developer currently owns the adjacent parcels to the property so providing the city -owned
property to them will allow them to have a meaningful project on the site thereby accelerating the
process in a timely manner and providing a much -needed affordable housing in the Liberty City
Community. Going through a procurement process, could take more than 30 days which will
further delay the development of the parcels.
RECOMMENDATION
Considering the above stated, approval of a waiver of the formal requirements of competitive
sealed bidding methods as not being practicable or advantageous to the City as set forth in the
City Code of Ordinance, as amended, specifically Section 18-85 (A), and the affirmation of these
written findings and the forwarding of the same to the City Commission for ratification by a four -
fifths vote is respectfully requested.
