At its July 13, 2023, meeting, the City Commission adopted the above referenced agenda
item, PH.10, ratifying, approving, and authorizing the allocation of Fiscal Year ("FY") 2023-
2024 Housing Opportunities For Persons With Aids ("HOPWA") Funds in the amount of
$14,075,415.00, for FY 2023-2024, and the amount of $2,000,000.00 from previous years
unallocated funds, for the HOPWA program.
The Legislation was inadvertently adopted with a blank, has been corrected to reference
Resolution No. R-23-0291 in the second whereas clause, and incremented to Revision A.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE ALLOCATION OF HOUSING OPPORTUNITIES FOR
PERSONS WITH AIDS ("HOPWA") PROGRAM FUNDS IN THE AMOUNT OF
$14,075,415.00 FOR FISCAL YEAR ("FY") 2023-2024, AND THE AMOUNT OF
$2,000,000.00 FROM PREVIOUS YEARS UNALLOCATED FUNDS, FOR A
TOTAL AMOUNT OF $16,075,415.00, AS SPECIFIED IN EXHIBIT "A,"
ATTACHED AND INCORPORATED, TO PROVIDE HOUSING ASSISTANCE
AND HOUSING RELATED SERVICES TO LOW-INCOME INDIVIDUALS LIVING
WITH HIV/AIDS; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS,
INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN
FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPQ$E.

WHEREAS, the Housing Opportunities for Persons With AIDS ("HOPWA")i=�,gra
created under the AIDS Housing Opportunity Act and revised under the Housing anti_
Community Development Act of 1992; and
WHEREAS, since 1994 the City of Miami ("City") has received HOPWA Program fuilds
from the United States Department of Housing and Urban Development ("HUD") arrd.has'bben
responsible for the implementation of programs designed to provide housing and related
services to individuals living with HIV/AIDS in the City and throughout Miami -Dade County; and
WHEREAS, pursuant to Resolution No. R-23-0291, adopted on July 13, 2023, the City
Commission accepted grant funds from HUD in the total amount of $23,662,699.00 for FY 2023-
2024 that included $14,075,415.00 for the HOPWA program; and
WHEREAS, the City's Administration recommends the allocation of HOPWA program
funds, in the amount of $14,075,415.00, for FY 2023-2024, and the amount of $2,000,000.00
from previous years unallocated funds, for a total amount of $16,075,415.00, as more
particularly specified in Exhibit "A," attached and incorporated, to provide housing assistance
and housing related services to low-income individuals living with HIV/AIDS;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The allocation of HOPWA funds in the amount of $14,075,415.00 for FY
2023-2024, and the amount of $2,000,000.00 from previous years unallocated funds, for a total
amount of $16,075,415.00, as more particularly specified in Exhibit "A," attached and

incorporated, to provide housing assistance and housing related services to low-income
individuals living with HIV/AIDS, is authorized.'
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, including amendments, extensions, and modifications, all in forms
acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption.
APPROVED AS TO FORM AND CORRECTNESS:
' The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
