HomeMy WebLinkAboutLegislation-SUBCity of Miami Resolution R-23-0299 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 14114 Final Action Date: 7/13/2023 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE ALLOCATION OF HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS ("HOPWA") PROGRAM FUNDS IN THE AMOUNT OF $14,075,415.00 FOR FISCAL YEAR ("FY") 2023-2024, AND THE AMOUNT OF $2,000,000.00 FROM PREVIOUS YEARS UNALLOCATED FUNDS, FOR A TOTAL AMOUNT OF $16,075,415.00, AS SPECIFIED IN EXHIBIT "A," ATTACHED AND INCORPORATED, TO PROVIDE HOUSING ASSISTANCE AND HOUSING RELATED SERVICES TO LOW-INCOME INDIVIDUALS LIVING WITH HIV/AIDS; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, the Housing Opportunities for Persons With AIDS ("HOPWA") Prmgra created under the AIDS Housing Opportunity Act and revised under the Housing and Community Development Act of 1992; and as WHEREAS, since 1994 the City of Miami ("City") has received HOPWA Program ids from the United States Department of Housing and Urban Development ("HUD") ar d.hasbeen responsible for the implementation of programs designed to provide housing and related services to individuals living with HIV/AIDS in the City and throughout Miami -Dade Cqunty; and WHEREAS, pursuant to Resolution No. R-23-0291, adopted on July 13, 2023, the City Commission accepted grant funds from HUD in the total amount of $23,662,699.00 for FY 2023- 2024 that included $14,075,415.00 for the HOPWA program; and WHEREAS, the City's Administration recommends the allocation of HOPWA program funds, in the amount of $14,075,415.00, for FY 2023-2024, and the amount of $2,000,000.00 from previous years unallocated funds, for a total amount of $16,075,415.00, as more particularly specified in Exhibit "A," attached and incorporated, to provide housing assistance and housing related services to low-income individuals living with HIV/AIDS; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Section 3. The City Manager is authorized' to negotiate and execute any and all necessary documents, including amendments, extensions, and modifications, all in forms acceptable to the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption. APPROVED AS TO FORM AND CORRECTNESS: 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions.
